About this opportunity

Air Combat Command Headquarters seeks innovative commercial technologies and services across 21 capability areas to accelerate attainment of ACC mission objectives, with Phase I submissions accepted continuously through March 31, 2027. This is a competitive Commercial Solutions Opening (CSO) issued under DFARS 212.70 with no current set-aside.

Place of performance is Langley Air Force Base, Virginia. The procurement addresses a broad spectrum of technology topics including target custody, cross-domain security, automated coordinate mensuration, counter-UAS systems, AI/ML applications, cybersecurity and zero trust architecture, deployed communications, base infrastructure modernization, and aircraft sustainment. All proposed items, technologies, and services will be treated as commercial items. Solutions may include existing technologies or procedures not currently in use by the United States Air Force that would enhance or streamline mission capabilities. "Innovative," as defined in DFARS 212.70, means any technology, process, application, or method—including research and development—that is new as of the proposal submission date.

The CSO operates as a two-phase process. Phase I requires submission of a one-page Quad Chart and white paper (maximum five pages) to ACCAMIC.AMIC.CSO@us.af.mil with copy to aimee.black@us.af.mil. Phase I submissions are retained for up to 36 months and may be selected for Phase II at any time during that period. Selected offerors must be registered in SAM.gov, deemed responsible under FAR Part 9.1, and possess satisfactory performance records. Phase II, by invitation only, requires technical proposal (maximum 10 pages), price proposal (Microsoft Excel format), and Statement of Work (maximum 10 pages), completed within 30 calendar days of Contracting Officer notification.

Evaluation employs peer or scientific review methodology, weighing technical merit and applicability, importance to agency programs, and funding availability equally. Price is considered to determine fairness and reasonableness but proposals are not compared competitively against each other. The Government reserves the right to fund all, some, one, or none of the proposals and may fund partial proposals. No funding is currently available; responses will be prioritized with ACC HQ seeking funding based on innovation, quality, and affordability. Awards will be structured as FAR Part 12 contracts or Other Transactions under 10 U.S.C. 4022. NAICS code is 541715; PSC is AC11.
