About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 is seeking nursing home services through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the Brookfield of Cascadia facility in Oregon. This Amendment Q402 modifies the solicitation requirements to mandate electronic submission of comprehensive documentation demonstrating technical capability, including state inspection reports, nursing home star ratings from Medicare.gov, valid state licensing, insurance certificates, and fire safety compliance documentation. To be eligible, nursing home facilities must maintain either a three-star overall rating or a two-star overall rating with a four-star or greater quality measures score from the Centers for Medicare and Medicaid Services. The evaluation process will assess three factors: Technical Capability on a pass/fail basis, Past Performance rated as acceptable/unacceptable with CPARS reports reviewed for incumbent facilities, and Price determined by VA Geriatrics & Extended Care and VA Central Office using published Medicare benchmark rates. The original due date for proposals was April 30, 2025, though this amendment was posted on June 11, 2025.
This solicitation does not utilize any set-aside designations and is open to all qualified nursing home providers. The amendment references that incumbent VA-contracted facilities will have their previous performance reviewed through the Contractor Performance Assessment Reporting System, suggesting there may be existing contractors for these services. Pricing will be established annually through Medicare benchmark rates published by VA Central Office rather than through competitive bidding, indicating a standardized payment structure across the contract period. The services will be performed at the Brookfield of Cascadia facility located in Rickreall, Oregon. The contract falls under NAICS code 623110 for Nursing Care Facilities and PSC code Q402 for Nursing Home, Long-Term & Adult Day Care Services, indicating the specialized nature of skilled nursing facility operations required under this procurement.
