About this opportunity

The Department of Veterans Affairs (VA) Network Contracting Office 20 is conducting market research to identify potential contractors capable of providing Community Nursing Home (CNH) services in Oregon. The VA seeks nursing home facilities that can deliver comprehensive medical, nursing, and psychosocial care for VA beneficiaries, with a focus on specialty care services and timely patient referrals. Key contract requirements include maintaining current CMS certification, state nursing home licenses, and meeting specific quality ratings (either a three-star overall rating or a two-star rating with four-star quality measures). Evaluation criteria will focus on technical capability, including CMS star ratings, regulatory compliance, and past performance, which will be assessed on an acceptable/unacceptable basis. Interested contractors must submit a capabilities statement to Brian Stephen by 9:00 AM PST on December 17th, 2024, including business information, SAM Unique Identifier Number, liability insurance certificates, and government licenses.

The pre-solicitation notice does not specify a specific set-aside designation, though it indicates interest in qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB). The contract opportunity falls under NAICS code 623110 for Nursing Care Facilities, with a $34 million size standard. The VA is transitioning from RUG (Resource Utilization Group) rates to the Patient Driven Payment Model (PDPM), which may impact service delivery and reimbursement. Contractors must demonstrate the ability to provide bed capacity, accept VA referrals within 24 hours, offer monthly provider visits, and provide laboratory and x-ray services. While no specific award value is mentioned, the notice suggests this could be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for nursing home services in the Oregon geographical area, with potential for multiple facility placements.
