About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VA) is seeking multiple single-award indefinite-delivery, indefinite-quantity (IDIQ) contracts for nursing home services across Oregon. The solicitation targets skilled nursing facilities that can provide comprehensive care for eligible veterans, with specific requirements including a minimum three-star overall rating from the Centers for Medicare and Medicaid Services or a two-star rating with a four-star quality measures score. Facilities must maintain current state and federal licensures, accept VA patient referrals within 24 hours, and provide full nursing home care including room, board, nursing services, and other essential medical support. Evaluation will focus on facilities' ability to meet quality standards, with pricing based on Resource Utilization Groups (RUG) rates established for Oregon. The solicitation will remain open for one year from its posting on SAM.gov, with proposals subject to periodic review and potential award.
The solicitation does not include any specific set-aside designations and covers multiple counties throughout Oregon, with the primary place of performance in Portland. The overall contract ceiling is $45 million, with individual contract ceilings to be established at the time of award and a guaranteed minimum based on one patient for one day at the basic rate for reduced physical function. The contract period of performance will extend up to five years from the award date, allowing for flexible and comprehensive nursing home care services. Reimbursement rates will follow Oregon's 2024 Medicaid rates, which range from a basic rate of $518.22 to specialized rates for complex medical needs, pediatric care, ventilator support, and bariatric services. Potential contractors must demonstrate the ability to provide high-quality, comprehensive nursing care for veterans across various medical needs and complexity levels.
