About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 is seeking a contractor to provide quarterly maintenance and cleaning services for a mobile firing range at the Thomas E. Amarillo Boulevard, including exterior and interior inspections, HVAC system maintenance with MERV 8 intake and two-stage exhaust filters with HEPA final filters, target system maintenance, and bullet trap cleaning with proper handling of spent rounds and casings. The contractor must comply with OSHA and VHA safety regulations, provide necessary equipment, and coordinate access badges with the Government Point of Contact. The contract is structured as a base year plus four option years, with each period running from October 1st to September 30th, and requires an initial inspection within 30 days of award. Amendment #2 has extended the proposal submission deadline to August 29, 2025, at 10:00 AM Central Time, and includes updated government responses to industry questions with revisions highlighted in the Statement of Work.

This solicitation is set aside for small businesses under NAICS code 561210 (Facilities Support Services) and has an anticipated total contract value of $47 million across all option years. The work location is specifically at the Amarillo VA facility at 6010 W. Amarillo Boulevard, Amarillo, Texas, 79106, with services performed on federal property. Each quarterly maintenance visit is expected to take approximately 8 hours and must be completed during weekdays excluding federal holidays, with monthly invoicing despite the quarterly service schedule. The contractor will be responsible for managing specialized waste including one 55-gallon drum on-site for brass collection and lead bullet removal from bullet traps, with an estimated one drum removal per year. The mobile firing range structure retains approximately 45 months of manufacturer warranty, though installed systems' warranties have expired, requiring the contractor to handle emergency repairs through either warranty claims or quoted repair services subject to government approval.
