About this file

This document appears to be a set of Q&A notes related to a solicitation for maintenance services for a ballistic trailer. The contract involves quarterly services with invoicing done quarterly, covering trailer maintenance and specialized waste management. Key details include filter specifications (MERV 8 intake and two-stage exhaust filters with HEPA final filters), hazardous waste handling procedures, and equipment warranties.

The contract addresses specific logistics such as brass and lead bullet waste management, with provisions for one 55-gallon drum on-site for brass and another for lead bullets removed from the bullet trap. Emergency repairs will be handled through manufacturer warranty or contractor quotes, depending on the specific issue. The range ballistic structure has approximately 45 months remaining under manufacturer warranty, though installed systems' warranties have expired. The contractor will act as an agent for the VA in recycling lead materials, with the government retaining ownership of hazardous waste throughout its lifecycle.

2. CONTRACTOR REMITTANCE ADDRESS: All payments by the Government to the contractor will be made in accordance with:

[X] 52.232-33, Payment by Electronic Funds Transfer—System For Award Management, or [] 52.232-36, Payment by Third Party

3. INVOICES: Invoices shall be submitted in arrears:

a. Quarterly []

b. Semi-Annually []

c. Other [X] Quarterly

1. Why does it state to invoice monthly if this is a solicitation for quarterly services, not monthly services? Which is correct? CLIN structure is laid out for quarterly payment. B.1 #2 corrected.

2. How would the repairs to the trailer be handled? Would we submit a quote for repairs? There is currently a manufacturer warranty that covers some repairs for the ballistic structure. Any repairs outside of the scope of warranty or quarterly maintenance would require a quote from contractor. Depending on dollar amount quoted a determination would be made on how to proceed.

3. What are the Size, Type, and Merv rating for the intake and exhaust filters? MERV 8 intake filters, and two-stage exhaust/pre-recirculation filters (MERV 8 prefilters/MERV 17 HEPA final filters). (4) HEPA’s (24” X 24” X 12”) and (4) 24” x 24” x 2” MERV 8 filters. While the intake filters pose no hazard and can be disposed of with regular trash, the exhaust filters will be laden with hazardous lead dust. The exhaust filters will require proper handling, packaging, labeling, transport, and disposal as hazardous waste. Working in the exhaust area filter housing will require donning of proper PPE, which before discard, also should be treated as hazardous waste until TCLP testing proves it is not.

4. Who would the brass belong to, you the customer, or the contractor? Once the vendor removes the brass from property, the Government is no longer responsible for the brass. This is for brass only. Hazardous waste (lead bullets removed from trap) will remain under the ownership of VA throughout its lifetime. The contractor, acting as an agent of the VA, will have lead recycled.

5. How are Emergency Services handled with this solicitation? Items not covered under the trailers manufacture warranty would be completed through a request for from the contractor. The range ballistic structure is under warranty for another approximately 45 months, but the installed systems warranty expired. Depending on dollar amount quoted a determination would be made on how to proceed.

3.0, sub section 3.1

1. How many drums do they want kept on site? One drum on-site for brass. It is maintained in the vicinity of the trailer. An additional drum for the hazardous material (lead bullets) that are removed from the bullet trap is also maintained on site.

2. Is this drum storage existing at this time? Yes, we have one 55 gallon drum on site that is being used for brass currently. An additional drum is being added for lead removed from the bullet trap.

3. Last line shows "removal of 55 gal drum to be one per year". So only one drum removed per year? Yes, due to current usage, 1 drum per year is the estimate.
