About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office 17 in San Antonio, TX. The amendment provides responses to industry questions regarding a solicitation (36C25725Q0605) for quarterly trailer maintenance services. Key details include clarifications on invoicing (confirmed as quarterly), trailer repair procedures, filter specifications (MERV 8 intake and two-stage exhaust filters with HEPA final filters), and waste management (one 55-gallon drum on-site, with one drum removal estimated per year). The document addresses how emergency services and repairs outside the manufacturer's warranty would be handled, with repairs requiring contractor quotes and subsequent determination by the government on how to proceed.

The purpose of this amendment is to provide Government response to industry questions. Please see attachment.

Additionally, Section B.1 3 is corrected to reflect quarterly invoice / payment.

Donald Smith Contracting Officer

2. CONTRACTOR REMITTANCE ADDRESS: All payments by the Government to the contractor will be made in accordance with:

[X] 52.232-33, Payment by Electronic Funds Transfer—System For Award Management, or [] 52.232-36, Payment by Third Party

3. INVOICES: Invoices shall be submitted in arrears:

a. Quarterly []

b. Semi-Annually []

c. Other [X] Quarterly

1. Why does it state to invoice monthly if this is a solicitation for quarterly services, not monthly services? Which is correct? CLIN structure is laid out for quarterly payment. B.1 #2 corrected.

2. How would the repairs to the trailer be handled? Would we submit a quote for repairs? There is currently a manufacturer warranty that covers some repairs. Any repairs outside of the scope of warranty or quarterly maintenance would require a quote from contractor. Depending on dollar amount quoted a determination would be made on how to proceed.

3. What are the Size, Type, and Merv rating for the intake and exhaust filters? MERV 8 intake filters, and two-stage exhaust/pre-recirculation filters (MERV 8 prefilters/MERV 17 HEPA final filters). (4) HEPA’s (24” X 24” X 12”) and (4) 24” x 24” x 2” MERV 8 filters.

4. Who would the brass belong to, you the customer, or the contractor? Once the vendor removes the brass from property, the Government is no longer responsible for the brass.

5. How are Emergency Services handled with this solicitation? Items not covered under the trailers manufacture warranty would be completed through a request for from the contractor. Depending on dollar amount quoted a determination would be made on how to proceed.

3.0, sub section 3.1

1. How many drums do they want kept on site? Only one drum on-site. It is maintained in the vicinity of the trailer.

2. Is this drum storage existing at this time? Yes, we have one 55 gallon drum on site that is being used for brass currently.

3. Last line shows "removal of 55 gal drum to be one per year". So only one drum removed per year? Yes, due to current usage, 1 drum per year is the estimate.
