About this opportunity
The Army Materiel Command Army Contracting Command Aberdeen Proving Ground has issued a Request for Information (RFI) Special Notice regarding the All-Range Tactical Clothing (ARTC) system, posted on February 10, 2026, with responses due by February 24, 2026. This RFI seeks industry feedback on Technical Data Packages (TDPs) that define the physical and functional characteristics of the ARTC layered cold weather clothing system designed to enable Soldier operations in extreme Arctic and Subarctic environments. The notice explicitly states this is a market research initiative only and is not a request for quotations, with no solicitation document currently in existence. The RFI covers nine NAICS codes primarily related to textile and apparel manufacturing (NAICS 313210, 313230, 313240, 313310, 315210, 315280, 315220, 315240, and 315990). Eligible respondents should contact Michael Harris or one of six additional points of contact listed in the notice to submit feedback and inquiries.
The primary objective of this RFI is to obtain industry input on two key areas: improving the engineering accuracy of data contained in the ARTC TDPs and providing feedback on the first Apparel Tech Pack (ATP) output generated by the Digital Apparel Tool (DAT) developed under the Joint Clothing Textile Modernization Initiative (JCTMI). Respondents are required to submit comments using two structured templates provided as attachments: a comment resolution matrix for engineering accuracy feedback and a data matrix for actionable feedback on ATP formatting and functionality. The government has supplied comprehensive documentation including fabric specifications for lightweight jersey knit and diamond quilt knit materials, as well as detailed end-item specifications for various base layer components in sizes ranging from XXS to 4XL. Participation is open to textile and apparel manufacturers and suppliers capable of providing technical expertise on the ARTC system specifications. The government reserves the right to use information received to develop an acquisition strategy, issue a request for proposal, or proceed with procurement based on industry feedback submitted in response to this RFI.

Product Manager Soldier Clothing and Individual Equipment (PdM-SCIE) seeks feedback for Technical Data Packages (TDP) of the All-Range Tactical Clothing (ARTC) system. The TDPs define the physical and functional characteristics of a configured item and its subordinate assemblies, subassemblies, and parts. The ARTC is a layered system that protects Soldiers in cold weather environments. The ARTC system provides the Warfighter with the capability to operate in extreme cold weather as found in Arctic and Subarctic regions. The goal of this effort is to receive the following:
- Industry feedback to improve the engineering accuracy of data in the ARTC TDPs
- Industry feedback on the first Apparel Tech Pack (ATP), Digital Apparel Tool (DAT) output.
The attached files provide guidance on formatting and information on how to provide feedback to PdM-SCIE
