About this file
This is a Request for Information (RFI) issued by the U.S. Army Contracting Command Natick Division for the All-Range Tactical Clothing (ARTC) system, a layered cold weather clothing system designed to enable Soldier operations in extreme Arctic and Subarctic environments. The RFI was posted on 10 FEB 2026 with a response deadline of 24 FEB 2026 at 11:59 PM and seeks industry feedback on Technical Data Packages (TDPs) that define the physical and functional characteristics of the ARTC system's configured items, assemblies, subassemblies, and parts. The government is specifically requesting two categories of feedback: industry input to improve engineering accuracy of data in the ARTC TDPs, and feedback on the first Apparel Tech Pack (ATP) output from the Digital Apparel Tool (DAT) developed under the Joint Clothing Textile Modernization Initiative (JCTMI).
The notice is designated for market research purposes only and explicitly states this is not a request for quotations and no solicitation document currently exists. Respondents are directed to use four provided attachments: ARTC TDP files organized by system layer, a comment resolution matrix for engineering accuracy feedback, a JCTMI/ATP overview summary, and a data matrix for actionable feedback on ATPs. The government reserves the right to use information received to develop an acquisition strategy, request for proposal, or to procure based on responses. This RFI covers NAICS codes 313210, 313230, 313240, 313310, 315210, 315280, 315220, 315240, and 315990 (textile and apparel manufacturing). Responses should be directed to seven points of contact, with Michael Harris listed as the primary point of contact.

Description(s): All-Range Tactical Clothing (ARTC), Cold Weather Clothing System
Request for Information
Product Manager Soldier Clothing and Individual Equipment (PdM-SCIE) seeks feedback for Technical Data Packages (TDP) of the All-Range Tactical Clothing (ARTC) system. The TDPs define the physical and functional characteristics of a configured item and its subordinate assemblies, subassemblies, and parts.
The ARTC is a layered system that protects Soldiers in cold weather environments. The ARTC system provides the Warfighter with the capability to operate in extreme cold weather as found in Arctic and Subarctic regions. The goal of this effort is to receive the following:
1. Industry feedback to improve the engineering accuracy of data in the ARTC TDPs
2. Industry feedback on the first Apparel Tech Pack (ATP), Digital Apparel Tool (DAT) output.
Attachment 1 is the ARTC TDP files, there are folders for each system layer that includes the garment and material TDPs.
Attachment 2 is a comment resolution matrix to provide engineering accuracy feedback.
Attachment 3 is a summary that provides an overview of the Joint Clothing Textile Modernization Initiative (JCTMI) Digital Apparel Tool and the Apparel Tech Pack (ATP) outputs.
Attachment 4 is a data matrix to provide actionable feedback on the ATPs. The Data Matrix will be provided to the JCTMI team for further prioritization, integration and long-term planning and justification to meet industry needs
