The Air Force Research Laboratory seeks technical and cost proposals for Aircraft Defensive Electro-optical Protection Technologies (ADEPT), pre-emptive or reactive countermeasure solutions to protect U.S. and allied aircraft in contested airspace, with proposals due November 9, 2026, at 2:00 p.m. EST. The procurement anticipates award of two Cost-Plus-Fixed-Fee completion contracts, one for each of two technical areas: Hardware & Executable Analysis of Threats (HEAT) and Advanced Countermeasure Engineering (ACE).
Place of performance is Wright-Patterson Air Force Base, Ohio. The total estimated call value is $74,633,000 over seven fiscal years (FY27–FY33), with HEAT valued at $13,695,000 and ACE at $60,938,000. Period of performance is 84 months, comprising 81 months of technical work plus 3 months of final reporting. Anticipated award date is March 22, 2027.
Foreign participation is prohibited due to classification sensitivity (TS/SCI/SAP). All contractor employees requiring access to USAF bases, AFRL facilities, or U.S. Government IT networks must be U.S. citizens. Contractors must possess a certified DD Form 2345 (Militarily Critical Technical Data Agreement). CMMC Level 2 Self certification is required. The NAICS code is 541715; the PSC code is AC32.
Proposals must include separate technical/management volumes limited to 15 pages per technical area plus a 10-page Statement of Work, and cost/business volumes with detailed cost breakdowns in Microsoft Excel format. Offerors may propose to one or both technical areas. This is an unrestricted solicitation; however, the small business size standard is 1,000 employees. Evaluation uses technical merit and cost realism in equal order of importance, with proposals categorized as Selectable or Not Selectable. In support of the AFRL Information and Spectrum Dominance Directorate (AFRL/RF), the objective of the ADEPT effort is to develop pre-emptive or reactive countermeasure solutions —including expendable, directed energy, and novel developmental solutions in the EO spectrum—to protect U.S. aircraft and aircrew in contested environments.
The ADEPT program is divided into two separate technical areas:
- Hardware & Executable Analysis of Threats (HEAT)
- Advanced Countermeasure Engineering (ACE)
