About this file
This is a Questions and Answers document addressing clarifications on the ADEPT (Aircraft Defensive Electro-optical Protection Technologies) solicitation FA2377-26-R-B011 issued by AFRL.
The document provides critical guidance on proposal submission requirements for two technical areas: Hardware & Executable Analysis of Threats (HEAT) and Advanced Countermeasure Engineering (ACE). Key clarifications include: Technical/Management Proposals are limited to 15 pages for Technical Area 1 and 20 pages for Technical Area 2, with attachments (prior work, equipment descriptions, base support information, facility details, and personnel resumes) excluded from these page limits. Statements of Work must be submitted as separate files from technical proposals and are limited to 10 pages per technical area. Proposals are due November 9, 2026 at 2:00 p.m. EST and must be submitted via DoD SAFE; offerors must request the DoD SAFE link by November 6, 2026 at 12:00 p.m. Eastern Time. Font and spacing requirements do not apply to illustrations, figures, flowcharts, drawings, diagrams, cover pages, and tables of contents. The DD 2345 and OCI disclosure forms should be included in the Technical Volume, as should CMMC UID information (Level 2 Self-assessed) within the page limit. The Q&A confirms that Associate Contractor Agreements are expected between ACE and HEAT awardees, with models and tools developed under contract to be available to other technical areas during execution.

| Question | Response |
| Page 3, Section c1 of ARA MSDEW Call 03 states, |
"(1) Page Limitations: The following describes proposal page limitations:
a) The Technical/Management Proposal shall be limited to 7 pages for each technical area, prepared and submitted in Microsoft Word format.
b) The Statement of Work (SOW) shall be limited to 10 pages for each technical area."
Followup email from AFRL Contracts states, "Solicitation has been amended to revise the Technical Proposal page limit to 15 pages per Technical Area."
It would be difficult for contractors to respond and address all of the requirements with a 15 page tech volume with when the SOO for one TA1 is 8 pages (using 10 point double spacing) and the SOO for TA2 is 14 pages (using 10 point double spacing). Similarly, how should contractors respond and address all of the requirements with a 10 pages SOW, when the SOO for one TA1 is 8 pages (using 10 point double spacing) and the SOO for TA2 is 14 pages (using 10 point double spacing).
| Is it possible to allow 20 pages for TA1 and 30 pages for TA2 to allow contractors to describe how to address tasks? | Page limits for the Technical Volume and SOW were put in place due to the resource constraints with reviewing all proposal submittals that are received in accordance with the solicitation. The technical volume page limit for Technical Area 2 has now been increased to 20 pages. All other page limits will remain as the page limits for Technical Volume and SOW are sufficient to allow an offeror to focus on how the proposed solution meets the stated needs. |
| Page 3, Section c2 of ARA MSDEW Call 03 states, "Pages shall be numbered starting with the cover page being Page 1, and the last page being no greater than Page 7." Followup email from AFRL Contracts states, "Solicitation has been amended to revise the Technical Proposal page limit to 15 pages per Technical Area." |
Section c4 states, "Any pages in excess of the stated page limitation after the format check will not be considered for review purposes."
Section c5 states, "Additional information on prior work in this area, descriptions of available equipment, use of base support (if desired), data and facilities and resumes of personnel who will be participating in this effort should also be included as attachments to the technical proposal.".
| Please confirm the "Additional Information.....Attachments"..can be outside of the 15 page limit. | Yes the additional information for attachments outlined in the solicitation can be outside of the 15 page limit. |
| Page 3, section c5 of ARA MSDEW Call 03 states,These volumes shall include SOWs detailing the technical tasks proposed to be accomplished under the proposed effort and suitable for contract incorporation. |

| The ADEPT Call states that proposals are due 09 November 2026 at 2:00 p.m. EST, while the Model Contract/SF 33 states 09 November 2026 at 12:00 p.m. local time. | ||
| Please confirm the deadline. | Proposals are due 09 November 2026 at 2:00 p.m. EST. | |
| The Call states that the Technical/Management Proposal is limited to 15 pages, but also states that information regarding prior work, available equipment, base support, data/facilities, and resumes should be included as attachments to the technical proposal. Please confirm these attachments are excluded from the 15-page Technical/Management Proposal limit. | Yes, Attachments are exluded from the 15 page Technical Proposal limit. | |

| The Call's 'Prior to Proposal Submission' instructions direct offerors to request a DoD SAFE link to 'drop off' the proposal, while the later Submission paragraph states that proposals must be submitted electronically to the Contracting Points of Contact. | ||
| Please confirm that DoD SAFE is the required proposal submission method. | Yes, DoD SAFE is the required proposal submission method and will provide a link to the proposal information electronically. | |
| The Call states that offerors are required to request the DoD SAFE link 'by date/time,' but no date/time appears to be specified. | ||
| Please provide the deadline for requesting the proposal submission DoD SAFE link. | Offerors should request the DoD SAFE link to submit their proposals no later than 06 November 2026, 12:00PM (Noon) Eastern Time. | |
| Which volume should hold the DD 2345 and the OCI disclosure? | These would be included in the Technical Volume. | |
| DFARS 252.204-7025 requires the offeror to provide CMMC UID(s) in the proposal for each contractor information system that will process, store, or transmit FCI or CUI, but the required CMMC level in paragraph (b)(1) is left blank. Please identify the required CMMC level and confirm where in the proposal the CMMC UID information should be provided and whether that information is excluded from the 15-page Technical/Management Proposal limit. | The CMMC Level required would be Level 2 (Self). The CMMC UID information should be included in the Technical Proposal where other eligibility and compliance data are provided. No, this information is not exluded from the Technical Proposal 1 page limit per Technical Area. | |
| What is the status of any existing Study Manager, prototype, codebase, requirements baseline, scheduler integration, or preferred technology stack that ACE will sustain or enhance? | All existing prototypes, codebases, requirement baselines, and toolsets mentioned in the SOO will be available for execution. The specific threats to be exploited cannot be conveyed at the CUI level. | |
| Are Associate Contractor Agreements expected between the ACE and HEAT awardees or with other model/tool owners? | Yes, Associate Contractor Agreements are expected between the ACE and HEAT awardees. Models and tools developed under contract by one TA would be expected to be available to the other TA for their contract execution as part of the ACA. |
