About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is soliciting proposals for an Air Traffic Control and Landing System (ATCALS) Equipment Infrastructure Upgrade through Request for Proposal FA8201-26-R-0007. The project requires engineering, furnishing, installation, and testing of comprehensive fiber optic telecommunications infrastructure, including underground conduit systems, hand-holes, network equipment cabinets, and fiber optic distribution panels at Hill Air Force Base, Utah and the Utah Test and Training Range. Key requirements include compliance with TIA telecommunications installation standards, RUS bulletins, and BICSI outside plant design standards, along with extensive documentation deliverables such as site visit requests, weekly status reports, as-built drawings with geospatial data, and comprehensive fiber optic cable testing per TIA 526-7-A standards. The government will make award using a Lowest Price Technically Acceptable (LPTA) evaluation methodology, where only the lowest-priced proposal receives technical evaluation on a pass/fail basis, with subsequent proposals evaluated only if preceding offers are rejected. Critical deadlines include April 2, 2026 at 2:00 PM MDT for site visit registration, April 13, 2026 at 10:00 AM MDT for written questions, and April 22, 2026 at 2:00 PM MDT for proposal submission. A mandatory site visit is scheduled for April 8, 2026 at 8:00 AM MDT, with a maximum of three employees per company permitted to attend.

This is a 100 percent small business set-aside under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a size standard of $19.0 million; no incumbents or current contractors are identified in the solicitation. The specific award value or budget range is not disclosed in the announcement. The contract is structured as a firm fixed price acquisition with one line item for equipment purchase and installation and a second line item for Contract Data Requirements Lists as a not separately priced lot. The period of performance runs from May 15, 2026 through May 14, 2027—a 12-month duration designed to accommodate material lead times, badge procurement, site mobilization, excavation, and installation activities. All work will be performed at Hill Air Force Base, located at DoDAAC FU2029 in Utah, with inspection and acceptance occurring at the same location under the oversight of contracting officer Jonathan Visounnaraj (801-586-3205) and government point of contact Robert Richardson.
