About this opportunity
The Air Force Research Laboratory Procurement Headquarters issued a draft solicitation on May 13, 2026 for the AFRL Multiple Award Contract (AMAC) Indefinite Delivery/Indefinite Quantity vehicle, with responses due October 30, 2026; this is market research and planning documentation only, not a formal solicitation, and does not obligate the Government to award. AFRL explicitly solicits constructive industry feedback and questions on the draft documentation submitted to afrl.amac.mailbox@us.af.mil.
The AMAC is designed to streamline Science and Technology acquisition across AFRL with flexible access to a diverse contractor pool performing work in air domain, space domain, cyberspace/electronic warfare, cross-cutting, and basic research technologies. Initial awardees receive five-year IDIQ contracts with three one-year renewal options; the Government reserves the right to re-open competition to add contractors or off-ramp underperforming vendors based on unsatisfactory performance, delivery failures, or unresponsiveness, with 30 days' notice to remedy issues. All delivery and task orders will be unclassified. Work categories encompass basic and applied research, data science and analytics, technology development, digital architecture, modeling and simulation, manufacturing and fabrication, experimentation and testbed development, integration and demonstration, and technology transition.
Eligibility is restricted to U.S. companies; foreign-owned firms and entities under Foreign Ownership, Control, or Influence are prohibited. Proposals are organized in three volumes: Volume I (executive, representations, and certifications, no page limit), Volume II (technical narratives addressing S&T Maturation and Area of Interest Proficiency, five pages each, demonstrating proficiency within the past seven years), and Volume III (Small Business Participation Commitment Document and Subcontracting Plan). Small business NAICS codes 541713, 541714, and 541715 qualify for small business pool set-aside task orders. Small Business Subcontracting Plan goals include 33 percent small business, 12 percent small disadvantaged business, 8 percent women-owned small business, 5 percent service-disabled veteran-owned small business, and 1 percent HUBZone. Evaluation uses binary Acceptable/Unacceptable ratings on Technical and Small Business factors; no cost/price evaluation occurs at IDIQ award. The Government intends to award multiple contracts and plans to issue a minimum $500 post-award conference delivery order.
