About this file
This document is Section L (Instructions, Conditions, and Notices to Offerors) from an Air Force Research Laboratory (AFRL) Enterprise Multiple Award (MAC) Indefinite Delivery, Indefinite Quantity (IDIQ) solicitation for Science and Technology (S&T) requirements.
The AFRL AMAC is an agile acquisition vehicle designed to provide AFRL-wide S&T services focused on discovering, developing, and integrating affordable warfighting technologies for air, space, and cyberspace forces. This is a Basic IDIQ contract with no specific funding tied to the vehicle; funding will come from inter-agency and outside agency sources executed through AFRL portfolios. The contract explicitly excludes Consulting or Advisory and Assistance Services (A&S). The Government intends to award multiple contracts but reserves the right to award none. Proposals must be submitted electronically via the Enterprise Portal by the date specified on SAM.gov, with late submissions rejected per RFO 15.107(b). All proposals must maintain 180-day validity and comply with RFO requirements regarding markings and proprietary information protection. The Government point of contact is afrl.amac.mailbox@us.af.mil. Foreign Ownership, Control, or Influence (FOCI) entities are prohibited; joint ventures are permitted if properly structured.
Proposals are organized into three volumes: Volume I (Executive) includes contract documentation, representations and certifications, and additional documentation with no page limits; Volume II (Technical) contains Subfactor 1.1 (S&T Maturation) and Subfactor 1.2 (Area of Interest Proficiency), each limited to five pages; Volume III (Small Business) includes a Small Business Participation Commitment Document (SBPCD) template and Small Business Subcontracting Plan with no page limit. Technical narratives must demonstrate proficiency within the past seven years and include the offeror's role, challenge addressed, actions taken, results achieved, and supporting comments. Small Business goals require 33% for small businesses, 12% for small disadvantaged businesses, 8% for women-owned small businesses, 5% for service-disabled veteran-owned small businesses, and 1% for HUBZone. The Government may conduct negotiations or award without negotiation; offerors should submit best technical terms initially. Offerors must identify all exceptions to solicitation terms and conditions with detailed rationales and clearly address organizational conflicts of interest with mitigation plans.
