About this file

This file is an instructional template for completing the Small Business Participation Commitment Document (SBPCD) for the AFRL Multiple Award Contract (AMAC) solicitation (FA8652-26-R-0006). The SBPCD is a required submission from all offerors, including small businesses and those with commercial plans or comprehensive subcontracting plans, and will be incorporated into the awarded contract as an attachment separate from the Subcontracting Plan.

Offerors must complete the SBPCD excel sheet by listing all small businesses that may participate on the AMAC, including the offeror itself if it is a small business. For each company listed, offerors must identify: socioeconomic categories per Small Business Administration size standards (Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, Service-Disabled Veteran-Owned Small Business); Product/Service Code; North American Industry Classification System (NAICS) code; and a description of the commitment strength and specificity between the prime contractor and each company, such as agreement type, legal binding status, and previous partnerships. Prime effort should be recorded as small business participation where applicable.
