About this opportunity

The Air Force Research Laboratory (AFRL) is seeking to establish a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle to support diverse Science and Technology (S&T) requirements across all AFRL technology domains. The procurement encompasses basic and applied research, data science, technology development, manufacturing, modeling and simulation, and technology transition activities through unclassified research and development work. Eligible offerors include large businesses, small businesses, joint ventures, universities, and non-profits competing in either an Unrestricted Pool or Small Business Pool, with only U.S. companies permitted as prime contractors. Evaluation will be conducted using two primary factors: Technical Experience (requiring a minimum validated cumulative score of 1,000 points across four Areas of Interest—Air Domain, Space Domain, Cyberspace Domain, and Cross-Cutting Domains—with domain-specific bonus point thresholds) and a Small Business Participation Commitment Document rated as either Acceptable or Unacceptable. The proposal submission deadline was February 27, 2026, at 5:00 PM Eastern Standard Time via the Enterprise Portal, with amendments issued on February 9 and February 20, 2026, to provide clarifications and updated evaluation criteria.

This procurement includes no set-aside designations, though a separate Small Business Pool exists for competition purposes. The estimated maximum dollar value for all combined contracts is $10,000,000,000, with each awardee guaranteed a minimum $500 delivery order upon contract issuance and no pre-established fixed contract prices. The contract structure consists of a five-year base period plus three optional one-year extension periods, with individual order values and contract types—including Firm-Fixed-Price and Cost-Plus-Fixed-Fee arrangements—to be determined by the Contracting Officer based on specific task order requirements. Performance of work will be conducted at Wright-Patterson Air Force Base, Ohio (45433), though place of performance may vary by individual task order. The solicitation was formally cancelled on April 13, 2026, as noted in the most recent announcement, terminating this contracting opportunity.
