Proposals are due by January 9, 2026, and must include three volumes addressing company information, technical experience across specified domains, and a Small Business Participation Commitment Document demonstrating compliance with DOD small business subcontracting goals of 33% for small businesses, 12% for small disadvantaged businesses, 8% for women-owned small businesses, 5% for service-disabled veteran-owned businesses, and 1% for HUBZone businesses. The government intends to award multiple IDIQ contracts to all responsible offerors whose proposals meet technical acceptability standards, with each awardee guaranteed a minimum initial delivery order of $500. Evaluation will emphasize technical experience and capability across the four technology domains, with proposals required to achieve a validated cumulative score of 1,000 points to qualify for award.

This notice serves as a pre-solicitation notice/procurement synopsis as required by FAR Subpart 5.204 as well as the draft RFP package for industry review/feedback. 

The Air Force Research Laboratory (AFRL) Procurement Headquarters (PK) located at 1864 4th St, Building 15, Wright Patterson AFB, 45433 intends to issue solicitation resulting in multiple awards for the AFRL Multiple Award Indefinite Delivery Indefinite Quantity (AMAC) vehicle.  This notice of contract action does not constitute a solicitation, nor does it constitute a request for proposals.

This procurement is advertised as full and open. This procurement will use FAR part 15 Request for Proposal (RFP) process and intends to award Indefinite Delivery Indefinite Quantity (IDIQ) contracts to the responsible offeror(s) whose proposal(s), conform to the RFP. This is an IDIQ contract with no pre-established fixed contract prices. Future requirements/ deliverables will be determined by the Contracting Officer who will issue written Orders to the contractors IAW Far Part 16.505.

Award of orders will be determined by requirements and will include but not limit itself to Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), and other possible contract types. The work to be acquired under this effort is for diverse types of Science and Technology (S&T) requirements as written in the IDIQ Statement of Objective (SOO). The North American Industry Classification System (NAICS) code is 541715 with a size standard of 1,000 employees.  Foreign participation is not authorized.

The basic contract period will be for five (5) years with three (3) one year options.  The estimated maximum dollar value for all contracts combined is $10,000,000,000.00. Order values will be based on future needs of AFRL customers. The government makes no representation as to the number of orders; however, during the term of the contract, a minimum of $500.00 is guaranteed to be ordered from each awardee, at the issuance of the AMAC contracts. Contractors are not guaranteed work in excess of the minimum guarantee. The Government intends to evaluate proposals and award contract(s) without discussions. However, the Government retains the right to hold discussions if determined appropriate.
