About this opportunity
The Air Force Research Laboratory (AFRL) is conducting market research for a proposed Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle called AMAC to support enterprise-level Science and Technology needs. The contract would cover unclassified AFRL-funded research and development activities including basic and applied research, data science and analytics, technology development, digital architecture, modeling and simulation, manufacturing and fabrication, experimentation and testbed development, integration and demonstration, and technology transition to military capabilities. The AMAC is intended to provide an agile contracting mechanism for AFRL directorates to issue decentralized fair opportunity task orders and delivery orders across four primary technical domains: Air Domain, Space Domain, Cyberspace Domain, and Cross Cutting Domains. The evaluation approach includes a self-scoring technical capability worksheet covering 56 specific technical sub-areas, with each area weighted equally at 10 points plus potential bonus points. The original due date for this pre-solicitation notice is September 19, 2025, with an updated Request for Information requiring industry feedback to be submitted to both primary and secondary points of contact by the same deadline.
This opportunity has no set-aside designation and represents a completely new contract vehicle with no incumbent contractors. The solicitation explicitly states that participation in existing AFRL technical directorate IDIQs and MACs does not automatically qualify vendors for this enterprise-level contract, nor does it guarantee award selection. No specific contract values, budget ranges, or quantities are mentioned in the pre-solicitation materials, as this remains in the pre-decisional market research phase. The contract will not be used for Advisory and Assistance Services requirements, focusing exclusively on research and development activities. Interested vendors were required to add themselves to the Interested Vendors List by July 16, 2025, and the current phase involves voluntary participation in providing technical capability information through the detailed spreadsheet format. The timeline for actual contract awards and performance periods has not been specified in this preliminary market research stage.

UPDATE 5 SEPT 25:

Please submit the requested information to both the primary and secondary points of contact listed in the posting.
-----------
This pre-solicitation notice is to leverage the Interested Vendor List feature herein for market research purposes. The below strategy is being contemplated and is pre-decisional.
The primary purpose of this Air Force Research Laboratories (AFRL) Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ), henceforth referenced as AMAC, is to provide an agile and rapid contracting vehicle to acquire AFRL enterprise Science and Technology (S&T) needs.
The anticipated scope of the AMAC includes all unclassified AFRL-funded research and development (R&D) to include basic and applied research, data science and analytics, technology development, digital architecture, modeling and simulation, manufacturing and fabrication, experimentation and testbed development, integration and demonstration, and technology transition to military capabilities.
The intent of this AMAC is to leverage the MAC IDIQ awardee pool to award AFRL decentralized fair opportunity task orders (TOs) or delivery orders (DOs). Decentralized Fair Opportunity Proposal Requests (FOPR) are anticipated to be issued by specific AFRL directorates.
This anticipated contracting vehicle is at the AFRL enterprise level and should not be confused with AFRL technical directorate (TD) specific IDIQs and MACs. Being a part of an AFRL TD IDIQ/MAC does not automatically qualify performers to be part of the AMAC, nor does it automatically qualify performers to be awarded under the AMAC. This vehicle will not be used for Advisory and Assistance (A&AS) requirements.
This pre-solicitation notice is for market research purposes and is pre-decisional.
