About this opportunity
The Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency is seeking medical waste and Personally Identifiable Information (PII) disposal services for the Air Force Drug Testing Laboratory (AFDTL). The contractor will be responsible for collecting, transporting, and securely destroying approximately 1,000,000 urinalysis samples annually, which consist of 105 mL bottles containing urine and labels with social security numbers and names that constitute PII. Key requirements include providing 20 clean 96-gallon containers on-site, removing containers three times per week during specified morning hours, and destroying all PII data within 72 hours of collection while maintaining strict privacy and security protocols. The solicitation will use a Lowest Price Technically Acceptable (LPTA) evaluation method, with technical acceptability determined by either having National Association for Information Destruction (NAID) AAA Certification or equipment meeting NSA/DoD security standards for destroying PII-containing materials. Quotes are due by June 23, 2025, at 4:00 PM CDT and must be submitted electronically to the contract specialist and contracting officer.
This opportunity is 100% set aside for small businesses under NAICS Code 562219 with a $47.0 million size standard, and the current incumbent is identified as Medsharps, LLC. The contract structure includes a one-year base period with four one-year option periods and a potential six-month extension, totaling a maximum 66-month performance period from July 23, 2025, to January 22, 2031. The contractor will handle approximately 200,000 pounds of medical waste annually, with containers averaging 320 pounds per collection despite their 500-pound capacity. The total contract volume is estimated at 880,000 to 1,100,000 pounds of medical waste over the entire contract period, depending on the specific pricing schedule referenced. Performance will take place at Joint Base San Antonio Lackland, Texas, where the AFDTL headquarters is located, supporting the laboratory's mission of detecting and deterring drug use by military personnel through comprehensive drug testing and reporting services.
Notice text
This is a performance based, non-personal services requirement to provide medical waste and Personally Identifiable
Information (PII) disposal services. The AFDTL disposes of approximately 1,000,000 urinalysis samples. A sample
consists of a 105 mL round capped bottle, 15 to 90 mL of urine, and less than 5 grams of labels and seals. The labels
contain social security numbers and names, which constitutes PII. This may add up to 200,000 total pounds of
medical waste annually. The AFDTL is able to handle medical waste containers of 96-gallon capacity. These
containers can hold a maximum of 500 lbs. of waste, but on average contain only 320 lbs. of waste upon collection.
On site disposal and destruction of excess sample collection bottles is not feasible due to manpower requirements and
facility limitations. The AFDTL requires services for this medical and PII waste disposal.
