About this file
This file is a Questions and Answers document for an Air Force Drug Testing Laboratory (AFDTL) medical waste and PII disposal services solicitation. The opportunity involves disposing of approximately 1,000,000 urinalysis samples annually, totaling 160,000 pounds of medical waste with labels containing personally identifiable information (PII). The current incumbent is Medsharps, LLC, and the contract requires a contractor to provide 20 96-gallon containers at the contract's beginning, with potential flexible pickup frequencies (1-3 times per week) depending on sample volume.
Key details include the contractor's responsibility to collect and dispose of medical waste containing urine samples and PII-laden labels, with containers capable of holding up to 500 lbs but averaging 320 lbs per collection. The solicitation (FA805225PRE768) is issued by the Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency, seeking a performance-based, non-personal services contract for medical waste disposal that cannot be handled on-site due to facility limitations.

AFDTL Medical Waste & PII RFI/Sources Sought Questions/Answers
1. The solicitation states " The AFDTL disposes of approximately 1,000,000 urinalysis samples annually. " and " The labels contain social security numbers and names, which constitutes PII. This may add up to 160,000 total pounds of medical waste annually. "
Thats up to 1,160,000 lbs. of waste/ year however the price sheet calls for a quote for 200, 000 lbs of waste/year. Please clarify?
Response: Price sheet should only call for 160,000 lbs of waste/yr. We estimate that the approximately 1,000,000 urinalysis samples that we dispose of annually will total 160,000 pounds of medical waste. (NOTE: An amendment has been uploaded for the revised Pricing Schedule.)
1. Is the department open to larger load collections and less p/u frequencies? The solicitation states 3 times/ week, would the department be open to 1 or 2 p/u per week for example?
Response: AFDTL is open to 1 or 2 pick-ups per week, as long as the Contractor is able to provide enough wheeled garbage totes to ensure capacity for daily disposal of urinalysis samples. AFDTL currently has secure storage capable of holding 20 95-gallon wheeled garbage totes.
1. We are wanting to verify that there are 20 96-gallon containers to be provided by us once a year. And should we provide also liners for those containers? We need to confirm that we are not actually removing and replacing the 20 96-gallon containers on a weekly basis. And will our tech be able to wheel out the 96-gallon container to transfer the waste to our disposal boxes?
Response: Yes, the Contractor will provide 20 96-gallon containers at the beginning of the contract. Liners are not required since the urine will still be contained in the bottle. The number of 96-gallon containers removed and replaced on a weekly basis depends on production. If AFDTL is having a lot of samples, then the Contractor may have to remove and replace 20 or more containers. The goal is that for every container they pick up, they will replace with another one the same day so that AFDTL always has 20 96-gallon containers on the premises. The 96-gallon containers are stored outside in a secure area that will be opened for the technician to retrieve the containers. If the Contractor is moving the urinalysis bottles from the 96-gallon container to another container for transit, then they will not need to replace the 96-gallon container with a new container. They would just leave it at the AFDTL for us to use again.
1. Are there any prior incumbents on this contract?
Response: Yes, the incumbent is Medsharps, LLC
