About this opportunity

The Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base seeks aging and surveillance testing, subscale performance testing, and related technical services for air-delivered munitions under a five-year IDIQ contract, with proposals due June 22, 2026. This is full and open competition with no small business set-aside.

Place of performance is the United States with inspection and acceptance at Hill Air Force Base, Utah. The solicitation covers 38 line items spanning multiple munition types and weight classes (500-pound, 1,000-pound, and 2,000-pound variants including MK-82, BLU-series, and MK-84 bombs filled with Tritonal, PBXN-109, or AFX compounds), booster rings, subscale test samples, and sled test support services. Contractors must comply with ISO-9001 quality standards and maintain CMMC Level 1 certification or higher. The NAICS code is 541380 (Testing Laboratories and Services) with a small business size standard of $19 million in annual receipts; PSC is H913.

The minimum guaranteed order is $3 million, with an estimated maximum of $25 million over the five-year ordering period. Award is estimated for June 30, 2026. Pricing includes 35 firm fixed-price line items and three cost-plus-fixed-fee arrangements. Munitions must ship within 90 calendar days of task order award. All proposal pricing must remain valid for 150 calendar days from the due date. The contract carries a Defense Priorities and Allocations System (DPAS) rating of DO-A5.

Offerors must submit quarterly and annual status reports, technical reports upon testing completion, a quality program plan within 60 days of award, and annual conference agendas and meeting minutes. Questions are due no later than April 3, 2026, to Nicholas Padgett. Some solicitation documents contain Controlled Unclassified Information and require SAM.gov registration, demonstrated need-to-know, and Contracting Officer approval for access. Amendment 0003 (effective June 10, 2026) revised Sections L and M and removed the exemption allowing system safety plans to exceed the technical volume page limit. Government obligation is contingent upon appropriated funds availability.
