About this opportunity
The United States Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base is seeking engineering services through a competitive indefinite delivery indefinite quantity (IDIQ) contract for Aging and Surveillance (A&S) testing and predictive age-life model (PALM) creation for Air Delivered Munitions (ADM). The procured services will include measurement, computed tomography (CT) scanning, testing services, and PALM creation for multiple ADM systems that will be provided by the government as Government Furnished Equipment (GFE). All responsible sources are eligible to submit capability statements for this non-competitive pre-solicitation notice, with individual contract line item numbers (CLINs) to be priced as either Firm Fixed Price (FFP) or Cost-Plus Fixed Fee (CPFF) arrangements. The evaluation criteria and specific ADM systems subject to testing are detailed in the attached CLINs and Description document. The due date for capability statements is February 27, 2026, providing interested contractors with a 15-day response window from the February 12, 2026 posting date.
This procurement is not designated as a set-aside for any particular business category or demographic group. The pre-solicitation notice does not identify any incumbent contractors or provide specific award values or budget ranges for the effort. The attachment describing the specific ADM systems and associated CLINs will establish the definitive scope of work and contractual pricing structure for the competitive Engineering Services contract, with solicitation number FA821326RB002. While detailed quantity and timeline information is not disclosed in the synopsis itself, the indefinite delivery indefinite quantity structure indicates this will be a long-term contract vehicle for ongoing testing and modeling services. Contractors should review the attached ADM A&S CLINs and Description document carefully to understand the full scope of services and systems that will require testing and predictive age-life modeling under this IDIQ vehicle.
