About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a competitive 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to acquire projected aging and life models for Air Delivered Munitions. The amendment (0002) is effective 30 April 2026 and is issued by the U.S. Air Force (AFLCMC EBHK) at Hill Air Force Base, Utah. The amendment extends the response due date from 08 May 2026 to 22 June 2026. The contract will utilize a nongovernment technical advisor from Amentum (David Johnson) to provide technical clarification during evaluation.

Key contract terms include a minimum guaranteed order of $3,000,000 over the IDIQ's life, expected to be met in task order 1, with an estimated maximum of $25,000,000. Munitions must ship within 90 calendar days of task order award. The contract uses a Cost Plus Fixed Fee (CPFF) pricing structure for certain CLINs, and contractors will not be required to provide certified cost or pricing data if competition exists; however, data other than certified cost/pricing data is required for cost realism evaluation of CPFF CLINs. All proposal pricing must remain valid for 150 calendar days from the solicitation due date. The amendment includes a revised Performance Work Statement (PWS) addressing aging and surveillance models for air-delivered munitions, with extensive modifications to technical requirements, testing specifications, core requirements, tables, and fill/liner subscale testing parameters. Funds are not presently available; the government's obligation is contingent upon appropriated funds availability, and no legal liability exists until written notice is provided by the contracting officer.

SUMMARY OF CHANGES

The purpose of this amendment is to attach a revised L&M and post a question and comment received, as well as Block 14 (Description of Amendment/Modification):

USAF response. This amendment also provides an extension to the proposal deadline.

Changes to the L&M are described in Section L of this amendment.

Solicitation question and comment received are as follows along with USAF response:

Q: With this solicitation being competitive and Lowest Technically Acceptable Offer, are you going to require certified pricing?

A: Certified cost or pricing data will not be required if there is competition. However, if there is only one offeror with no competition, then USG would require certified cost data at that time. Also, as stated in the solicitation, data than other certified cost or pricing data is required for the cost realism evaluation of the CPFF CLINs.

Section A - Solicitation/Contract Form

The following modifications were made:

Information From To Response Due Date 08 May 2026 22 Jun 2026

Section B - Supplies or Services & Prices or Costs

Header Miscellaneous Text (Modified):

Section B

1 - NOTICE: This contract action will utilize a nongovernment advisor to assist by providing technical clarification. This advisor will NOT be a voting member of the evaluation team, will not take part in any decision-making discussions, and will only be involved by providing clarification to any technical questions.

Technical Advisor: David Johnson

Company: Amentum

Please reach out to the Contracting Officer if there are any concerns.

2 - Munitions shall ship the bomb variants specified at the Task Order Level within 90 calendar days of Task Order Award.

3 - This action is to establish a 5-year IDIQ to acquire projected aging and life models for Air Delivered Munitions.

4 - Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on part of the Government for any payment may arise until funds are made available to the contracting officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the contracting officer. The solicitation is not an authorization to begin performance and in no way obligates the Government for any costs incurred by the contractor for this requirement. The Government reserves the right to not award a contract in response to this solicitation. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the contracting officer with appropriate consideration established.

5 - The minimum guaranteed order amount under this IDIQ, for the life of the IDIQ, shall not be less than $3,000,000.00. This amount is expected to be met in task order

1. Upon meeting this minimum amount, the USG is not obligated to meet any additional minimum requirements for the remaining ordering periods. The estimated maximum on this IDIQ is $25,000,000.00. The contractor is reminded that the Government is not obligated to place any orders beyond the initial minimum guaranteed order amount.

6 - All proposal pricing shall be valid for from the solicitation due date.150 calendar days

Below is a comprehensive list of the Solicitation questions and comments received along with USAF responses:

Q: How is aging of Tritonal to be accomplished?

FA821326RB0020002

A: Tritonal-filled bombs that have known number of diurnal cycles will be provided for sectioning, coring, and subscale testing.

Q: The paragraph references in Table 2 are a bit confusing. Paragraph 2.0 is the section heading for everything contained in this section with subparagraphs 2.1-2.7. Is the intent to impose paragraphs 2.1 - 2.6? This same question applies to each instance where a major section heading is called out, ie (2.0, 3.0, 4.0)

A: Major headings typically have contextual info, so those headings have been included in Table 2 as well.

Q: With regards to paragraph 2.2.4.3, in the past DAX and CYLEX testing has been performed by government labs such as LLNL. Mandating the contractor SHALL use these techniques implies the contractor either has the equipment to perform these tests or will need to procure the equipment. Is that the intent of this paragraph?

A: Added the words "data from" to indicate contractor will not need to purchase equipment and perform this testing.

Q: The subparagraphs in 2.2.4.4 include "shall" language that dictates the contractor must create the methods, purchase the tooling and provide facilities necessary to perform LPWG testing. The first subparagraph in this section provides an "If possible" statement about transitioning this work to contractor facilities. How do we interpret "shall" in these paragraphs? What is the expectation of the Air Force.

A: Modified 2.2.4.4 to clarify USAF requirement.

Q: In Table 8, there is no direction on how to age the subscale performance test specimens:

A: Updated PWS provides detail.

Q: In Table 8, It seems the total core count is not correct. 10 cores are required to perform each Dent Rate test and 15 is a minimum number of cores to perform the Gap Test. To properly do these two tests 25 cores is needed for the zero time test and 200 cores to satisfy 8 pulls to support 4 additional test events. That is a total of 225 cores and that is for one aging temperature profile. The same number of cores would be required for each additional temperature profile.

A: Updated PWS provides defined quantities.

Q: Regarding Table 8, it is not possible to get enough cores from single bombs of any size to perform Dent Rate and Gap Testing properly to get viable data.

A: Updated PWS to account for bomb size limitations for total number of cores that can be tested.

Q: In Table 10, a discreet number of Microtome samples and cores for Firm Fixed Pricing required by Ordering group #25.

A: 2 Samples/cores are required

Q: Paragraph 2.4 Fill/Liner Subscale Testing is too open ended for Firm Fixed Pricing. Performance parameters must be specific.

A: Modified 2.4 Fill/Liner Subscale Testing section.

Added Notes 3 and Note 4 to table.

- In paragraph 2.2.4.3, removed the sentence "Other aging periods and/or thermal cycling of energetic samples may be explored using the same or similar tests at the discretion of the AF." This was done is response to a comment received, recommending this effort be cost reimbursable.

- Added verbiage "data from" to 2.2.4.3 as described in the Q&A section, shown in Block 14 Continuation Page of the amendment SF 30.
