About this opportunity

The Department of the Air Force Reserve Command has issued a Special Notice for Architect-Engineer services to provide a 35% design for replacing the existing Variable Refrigerant Flow (VRF) HVAC system with a 4-pipe chilled/hot water system at Building 395's Air Traffic Control Tower at March Air Reserve Base in California. This acquisition is classified under NAICS code 541330 "Engineering Services" with a Product Service Code of C223 for A-E Mechanical Systems, and has a size standard of $25.5 million. The project involves demolishing the existing LG-manufactured VRF system and installing new air-cooled water chillers, electric hot water boilers, fan coil units, piping systems, and a Direct Digital Controls HVAC control system. The Special Notice emphasizes that funds are not presently available for this effort. The acquisition is being conducted as a 100% set-aside opportunity exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns using FAR Part 36 procedures for architect-engineer contract selection.

The primary objective is to secure qualified A-E firms to develop comprehensive 35% design level documents for the HVAC system replacement project, with a contract performance period of 35 calendar days after award. Interested contractors must submit their qualifications via Standard Form 330 by 12:00 PM PST on August 18, 2025, with the original deadline having been extended from August 13, 2025. Eligibility is restricted to Service-Disabled Veteran-Owned Small Business concerns that must be registered in the System for Award Management (SAM) and possess a UEI number. The selection process will occur in two phases: Phase I will shortlist at least three of the highest-rated firms based on SF330 submissions evaluated on specialized experience, technical competence, locality knowledge, professional qualifications, capacity, and past performance, followed by Phase II discussions to select the top-ranked firm. All documentation and submissions must be processed through SAM.gov, and the government reserves the right to cancel the RFQ at any time due to the current unavailability of funds.
