About this file

This Statement of Work (SOW) details a 35% design project to replace the existing Variable Refrigerant Flow (VRF) HVAC system with a 4-pipe chilled/hot water system at Building 395 on March Air Reserve Base in California. The project requires an Architect-Engineering (A-E) firm to provide design services for demolishing the existing LG-manufactured VRF system and installing new air-cooled water chillers, electric hot water boilers, fan coil units, piping systems, and a Direct Digital Controls (DDC) HVAC control system.

Key technical requirements include: installing two 60% capacity air-cooled water chillers, variable volume chilled water pumps, 4-pipe fan coil units, new chilled and hot water piping with insulation, and a centrally controlled BACnet-compatible HVAC control system. The project is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) with a 35-day performance period. The Request for Qualifications will be posted on SAM.gov around 28 July 2025 with a tentative closing date of 13 August 2025, under NAICS code 541330 with a size standard of $25.5 Million.

STATEMENT OF WORK

35% Design to Replace the Existing VRF HVAC System with Chilled Water System

PROJECT NO: PDPG 19-0109

1. INTRODUCTION

This Statement of Work (SOW) defines the scope of work for the A-E (Architect-Engineering) firm to prepare the 35% design level documents to demolish the existing variable refrigerant flow (VRF) system manufactured by LG and replace it with 4-pipe chilled/hot water system. Also define the scope for the construction contractor to complete the design to 100%; dispose of the removed equipment, materials, and refrigerant in accordance with the applicable regulations; provide and install new chilled/hot water system with 4- pipe fan coils. The water chillers will be air-cooled type and electric hot water boilers.

The existing backup systems and the fresh air supply system will remain and continue to operate as intended.

Also, the scope will include modifications to the existing electrical and control systems because of the HVAC system modification, new housekeeping pads, testing, and commissioning the new systems.

The A-E shall furnish the personnel, services, equipment, materials, facilities, and other requirements necessary for, or incidentally to, the performance of work set forth herein. Primary technical services shall be performed by individuals who are currently licensed in California or other state of the United States and having proved to be capable of calculating HVAC system requirements using ASHRAE codes and guides with expertise in the heating, ventilation and air conditioning industry, specifically, but not limited to similar HVAC systems as is existing in Building 395 and typical airfield control towers. All work must meet the requirements of the applicable Federal, State, and UFC requirements.

The A-E shall be capable of calculating the size and configuration of the replacement systems including water chillers, boilers, pumps, water and refrigeration pipes, power supply, circuit breakers, fuses, and short circuit requirements. A-E shall provide the 35% design level including equipment sizing calculations, floor plans, flow diagrams, equipment schedules, single line power supply diagrams, electric panels schedules, design narrative (analysis), and cost estimate for demolition, new construction, and preparing construction documents.

2. PROJECT INFORMATION

Project Number: PDPG19-0109.

3. Project Location

The project is located on March Air Reserve Base (MARB), CA as shown on Figure 1, March Air Reserve Base (MARB) Map

Figure 1. March Air Reserve Base (MARB) Map

4. Scope of Work

A-E shall perform the work as described herein. Additional as-built drawings for the building can be obtained from the COR, as needed to show other details such as architectural, civil, electrical, plumbing and other division drawings. The A-E shall provide the necessary drawings, calculations, design analysis, specifications, and construction cost estimate to cover the following:

4.1. Remove the variable refrigerant flow (VRF) made by LG

Demolish the existing variable refrigerant flow (VRF) system manufactured by LG; dispose the removed equipment, materials, and refrigerant in accordance with the applicable regulations.

4.2. Remove the electrical components for the demolished VRF system

Demolish the electrical power supply components including circuit breakers, wires, conduits, and switches. Dispose the removed equipment and materials in accordance with the applicable regulations.

Save the electrical components serving the existing fan coil units that can be reused for the new fan coil units.

4.3. Remove the housekeeping pads

Demolish the existing housekeeping pads. Dispose the removed equipment and materials in accordance with the applicable regulations.

4.4. New water chillers

Provide and install two (2) air-cooled water chillers 60%, each, of the total load. The two chillers will work in parallel and in a lead/lag basis. The size of the chillers will match the collective fan coil units capacities plus 10%.

4.5. New chilled water pumps

Provide and install variable volume chilled water system consisting of primary/secondary pumps, the primary pumps will circulate constant chilled water flow through the water chillers, and the secondary pumps will circulate variable water flow through the fan coils. The primary pumps will be constant speed while the secondary pumps will be variable speed utilizing variable speed motors and drives.

4.6. New fan coil units

Provide and install 4-pipe fan coil units including the filters, cooling coil, and the heating coil. The fan coil units will be comparable to the existing fan coil units for the cooling capacity, heating capacity, and the unit configuration. The A-E will utilize the existing ductwork, the existing air outlets and inlets, and the existing condensate drainpipe network. A-E shows the necessary adaptation between the new fan coil units and the existing ductwork and drainpipes.

4.7. New chilled water piping system

Install new chilled water piping with insulation and vapor barrier. Install aluminum water jackets on the exterior pipes. All pipes will copper schedule L. Provide and install the expansion tank and the chemicals feed pot with all the necessary valves, pressure relief safety valves, air vents, water pressure gages, and pipe fittings.

4.8. New hot water heating system

Provide and install two (2) electric water boilers, 60% of the total heating load, each, and the associated circulating pumps, piping system, pipe insulation, expansion tank, chemical feed pot, all necessary valves, pressure relief safety valves, air vents, and pipe fittings. Pumps will be primary/secondary configuration, the primary pump will be constant speed and circulate the water through the boiler, and the secondary pump will be variable speed and circulate the water through the fan coil units.

4.9. New HVAC control system

Provide and install a new HVAC control system. The system will be DDC (Direct Digital Controls) type, standalone, and compatible with ASHRAE BACnet requirements. The system will be centrally controlled, monitored, and programmable from a central control panel located in the mechanical room including a desktop computer, monitor, and printer. Room thermostats will be capable of displaying the room temperature and allow the occupants to adjust the room temperature and the fan speed. A-E will note that the new room thermostats at the same locations of the existing room thermostats and reuse the existing conduits. Provide and install new wiring for the control system.

4.10. Exiting fresh air supply system

A-E will note that the existing fresh air supply system will remain with the following provisions. Replace the existing condensing unit with a new comparable condensing unit, make all the necessary repairs for the air handling unit to function as intended, upgrade and integrate existing controls with the new controls for the chilled water system.

4.11. Power supply

Provide and install power to the new equipment including the circuit breakers, switches, wiring, fuses, and conduits. A-E will note that the existing conduits may serve the new fan coil units as reasonably applicable. Provide and install new wiring for the fan coil units. The entire HVAC system will be energized from the normal utility and the backup generator.
