About this opportunity

The Department of Veterans Affairs National Cemetery Administration seeks offers for the manufacture, supply, and distribution of flat bronze markers under Solicitation 36C78626R0104, with proposals due November 2, 2026 at 10:00 a.m. Central Time. The acquisition is unrestricted (No Set-Aside Used) and is a recompete. Samples for the four marker types (B1, B6, T1, and T6) are due at the same deadline to Quantico National Cemetery, 18424 Joplin Road, Triangle, Virginia, and must be newly submitted rather than reused from prior solicitations.

The contract is indefinite-quantity, with an ordering period of April 1, 2027 through March 31, 2030, comprising a base year and two option years, and a performance period through April 30, 2030. The Government obligates funding for the guaranteed minimum on the first delivery order. Quantities span 10,000 to 225,000 units across the contract. Estimated annual quantities are 61,816 B1 markers, 5 B6, 10 T1, 10 T6, and 3,125 scrap-marker credits, the last of which is not guaranteed. Delivery is FOB destination, worldwide, with less than 1% of orders shipping overseas.

Markers are 12" x 24" and must meet specified drawings. Bronze composition is 87–89% copper and 4–8% zinc. "PROPERTY OF THE US GOVERNMENT" must be permanently cast into the bronze in 1/2-inch letters; applied ink, engraving, or post-casting stamping is not acceptable. Each marker includes four threaded brass rods with nuts and washers. Normal delivery is 20 calendar days from order, with 10-day special delivery at no additional cost. Packaging must protect units up to 30 pounds each. Contractors must submit weekly delivery reports and remit scrap credits monthly. Economic price adjustments are tied to London Metal Exchange copper and tin indices.

Primes may credit named first-tier bronze foundry experience, including casting, finishing, and shipping, but remain fully responsible for performance and must show their own technical acceptability. Key personnel may be employees of proposed subcontractors if the prime demonstrates its own technical understanding.

Evaluation factors include SDVOSB and VOSB status and proposed subcontracting with certified SDVOSBs and VOSBs. Volume B pricing must be submitted only as the completed Attachment 1 Excel schedule, and Volumes A, C, and D as separate PDFs. Offerors must request past performance questionnaires (Attachment 5) from evaluators and include copies with their proposals, due November 2, 2026, to Weston.Worsham@va.gov and Patara.Mcdonald@va.gov. Contracting Officer Weston Worsham issued Amendment 0002 on October 26, 2026, which answers offeror questions and does not extend the deadline. Offerors must acknowledge all amendments before the deadline.
