About this file
This is a Questions and Answers document for solicitation 36C78626R0104, issued by the Department of Veterans Affairs National Cemetery Administration for the manufacture, supply, and distribute of flat bronze markers.
The document addresses five key inquiries regarding proposal submission and contract performance. Prime contractors may leverage the experience and past performance of named first-tier manufacturing subcontractors (bronze foundries) that will perform significant portions of the work, including casting, finishing, and shipping markers; however, subcontractor qualifications do not automatically establish the prime contractor's technical acceptability, and the prime contractor remains fully responsible for contract performance. Key personnel, including site managers and program/operations managers, may be employees of proposed subcontractors, provided the prime contractor demonstrates its own technical understanding and ability to meet Government requirements. All four required samples (B1, B6, T1, T6) must be delivered to the National Cemetery Administration at Quantico National Cemetery, 18424 Joplin Road, Triangle, VA 22172, by 10:00 a.m. CT on November 2, 2026. Offerors are responsible for reviewing the technical drawings provided in Attachment 2 and ensuring compliance with all solicitation requirements. For pricing purposes, the scrap-marker credit CLIN should be entered as a positive dollar value unit price in Attachment 1 - Price/Cost Schedule, with an estimated annual quantity of 3,125 units; contractors must reimburse the Government at the established unit credit rate for each scrapped marker, though this estimated quantity is not guaranteed and historical scrap data is not provided.

Questions and Answers - 36C78626R0104 - Flat Bronze Markers – Amendment 0002
1. Question: May an Offeror, as prime contractor, rely on the experience and past performance of a named first-tier manufacturing subcontractor (bronze foundry) that will cast, finish, and ship all markers from its facility, for the Experience and Past Performance factors?
Answer: The solicitation requires Offerors to demonstrate relevant experience with Flat Bronze Markers and provide past-performance references for similar and relevant supplies/products. Offerors may include relevant experience and past performance of proposed subcontractors performing significant portions of the contract requirements. Subcontractor qualifications do not automatically establish the prime contractor's technical acceptability. The Government will evaluate proposals in accordance with the Lowest Price Technically Acceptable (LPTA) evaluation methodology outlined in Section E.10 of the solicitation. The prime contractor remains responsible for satisfactory performance of all contract requirements.
2. Question: May the site manager, program/operations manager, and other key personnel whose resumes are submitted be employees of the named manufacturing subcontractor?
Answer: Key personnel may be employees of a proposed subcontractor. However, the prime contractor must demonstrate its own understanding of and ability to meet the Government's requirements in accordance with Volume C, Factor 2 – Technical. While subcontractor qualifications may be considered, they do not automatically establish the prime contractor's technical acceptability. The Government will evaluate proposals in accordance with the Lowest Price Technically Acceptable (LPTA) evaluation methodology outlined in Section E.10 of the solicitation. The prime contractor remains responsible for overall contract performance and compliance with all contract requirements.
3. Question: Please confirm the ship-to address for samples remains National Cemetery Administration, Quantico National Cemetery (Attn: Memorial Products Service), 18424 Joplin Road, Triangle, VA 22172, and that all four samples (B1, B6, T1, T6) must arrive before 10:00 a.m. CT on November 2, 2026.
Answer: Please refer to the solicitation, pages 49–52, under “Submission Information for Samples,” for the required samples, delivery address, and submission deadline. All requirements remain unchanged.
4. Question: Attachment 2 (All Drawings Portfolio) is a large PDF. Are full-size individual drawing files available on request to support sample production?
Answer: The applicable technical drawings have been provided in PDF format as Attachment 2 to the solicitation. Offerors are responsible for reviewing the drawings and ensuring their products comply with the solicitation requirements.
5. Question: How should offerors price the scrap-marker credit CLIN (estimated 3,125 EA/year) — as a credit unit price, and is historical scrap volume available?
Answer: Offerors shall enter the proposed unit credit amount as a positive dollar value in Attachment 1 – Price/Cost Schedule. The spreadsheet automatically deducts the credit from the total evaluated price. In accordance with Section 13.0 of the Statement of Work, the Contractor shall reimburse the Government for each scrapped marker at the established unit credit rate. The estimated quantity of 3,125 EA annually is provided for pricing purposes and is not guaranteed. Historical actual scrap quantities are not provided.
