About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort McCoy seeks protective clothing rental and laundering services across 43 service locations in nine states (Alabama, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, and Tennessee), with proposals due October 9, 2026 and questions due September 23, 2026. This is a women-owned small business (WOSB) set-aside with an unrestricted acquisition for small business concerns.
Place of performance is Columbia, South Carolina and subordinate AMSA and ECS facilities across the nine-state region. The contract is structured as an Indefinite Delivery/Indefinite Quantity firm fixed-price agreement covering a 45-day phase-in period, a base period from November 1, 2026 through October 31, 2027 (48 weeks), four one-year option periods (52 weeks each), and one six-month extension option. The estimated scope includes 268,224 shop uniform sets, 52,800 office uniform sets, 29,184 jackets, and 58,368 coveralls with weekly pickup and delivery service (Monday–Friday, 7:30 AM to 3:30 PM local time, excluding federal holidays).
Contractor personnel must complete AT Level I training, iWATCH Army training, and OPSEC awareness training, and submit to background checks. Weekly laundering must meet industry cleanliness standards free of soil, stains, pathogens, and damage. Performance standards allow no more than two validated customer complaints per month; non-conformance triggers corrective action requests, CPARS recording, and 1% monthly payment reductions. The contractor must maintain contingency service-continuity plans, submit monthly invoices by the fifth calendar day, and manage signed service tickets documenting all pickups and deliveries.
Evaluation is based solely on price. Amendment One (effective September 24, 2026) responded to vendor questions, updated the SF 1149 price schedule (Attachment 04), and added FAR Clause 52.219-4 establishing a 10 percent price evaluation preference factor for all offers except HUBZone small business concerns that have not waived the preference. Service Contract Labor Standards and Buy American provisions apply. NAICS code 812332, Industrial Launderers; PSC W084.
