About this opportunity
The U.S. Air Force 7th Contracting Squadron at Dyess AFB, Texas seeks removal and complete replacement of a legacy Monaco Intrusion Detection System with a new Honeywell Vindicator IDS across seven buildings, with proposals due May 20, 2026. This is a 100% Small Business Set-Aside under NAICS 561621 (Security Systems Services). The procurement is firm-fixed-price, and funds are not currently available; no award will be made until funding is secured.
Place of performance is Dyess AFB, Texas. The scope encompasses removal and disposal of existing Monaco IDS hardware; provision and installation of Honeywell Vindicator IDS with all hardware, software, and licensing; trenching approximately 2,812 feet at 36-inch depth to support fiber optic infrastructure; installation of approximately 4,500 feet of single-mode fiber optic cabling with LC connectors into eight buildings (9123, 9124, 9129, 9130, 9131, 9132, 9142, 9143) to support future scalability to a minimum of 24 structures; creation of concrete handholes and manholes to NEC standards; comprehensive three-phase system testing with a minimum 33-day testing period per AFI 31-101; operator and administrator training to Security Forces personnel; and delivery of five hard copies and one CD of operation and maintenance manuals. All work must comply with AFI 31-101, AFI 16-1404, AFMAN 31-101 Volume 2, DoDM 5100.76, UFC 4-021-02, and NIST standards. Installation and final system certification require a Honeywell-certified technician holding current VCC, ACS, and IDS certifications. Work must occur during normal business hours (0800-1700 weekdays) unless approved otherwise. Contractors must be U.S. citizens and comply with Service Contract Act prevailing wage requirements for Texas counties Callahan, Jones, and Taylor (wage rates $10.89 to $50.74 per hour plus fringe benefits), OSHA standards, and state workers' compensation requirements.
Offerors must submit three volumes: Volume 1 (completed pricing schedule with unit prices and extended amounts for base and option CLINs), Volume 2 (technical approach not to exceed 20 pages, demonstrating understanding of SOW, preliminary project schedule with key milestones and testing phases, safety and PPE plans, equipment lists, and proof of Honeywell-certified technicians), and Volume 3 (past performance information up to eight pages, covering up to eight contracts performed within the last five years). All offerors must be registered in SAM.gov at submission. Quotations must remain valid for a minimum of 90 days. Optional site visits are scheduled for April 13 and April 17, 2026, with RSVP required four days prior to each date. Questions deadline is April 22 at 3:00 p.m. CST. Evaluation uses a best value trade-off process where non-price factors (technical approach and past performance) combined are approximately equal to price. Technical acceptability is required; quotations rated below Acceptable will not be considered for award. The Government reserves the right to cancel the solicitation at any time without obligation to reimburse offerors for costs.
