About this file

This is an Additional Question and Answers document that addresses a contractor inquiry regarding the scope and pricing requirements for Vindicator head-end equipment in a federal contract at Dyess Air Force Base.

The question sought clarification on whether an additional Vindicator head-end/head-end expansion referenced in Attachment 8 should be priced as Government-furnished, Government-installed, Government-furnished Contractor-installed/configured, or Contractor-furnished Contractor-installed/configured. The inquiry also requested identification of minimum hardware, software, licensing, firmware, and support requirements for base and option buildings, and sought confirmation of contractor responsibilities regarding network programming, configuration, integration, and routing between Building 9120 and the BDOC facility. The Government's response clarifies that the referenced additional Vindicator head-end is not required for this contract and that no work at Building 5013 (BDOC location) is included in the contract scope. This eliminates the uncertainty surrounding the pricing basis and contractor responsibilities for head-end equipment procurement and installation.

Additional Question and Answers

Attachment 8 states that the existing Dyess Vindicator head-end is located at the BDOC in Bldg. 5013, that BDOC is the only monitoring location, that the existing head-end does not have sufficient capacity to support the additional facilities, and that “an additional headend has been requested.” Attachment 8 also states that the contractor’s scope includes programming/configuration of the Vindicator server and command-and-control suite at the BDOC.

Please clarify the required pricing basis for the additional Vindicator head-end/head-end expansion:

1. Is the additional Vindicator head-end/head-end expansion Government-furnished, Government-installed, Government-furnished Contractor-installed/configured, or Contractor-furnished Contractor-installed/configured?

2. If the additional head-end/head-end expansion is contractor-furnished, please identify the required minimum hardware, software, licensing, firmware, node/point/panel capacity, and support requirements to be included for the base buildings and all option buildings.

3. If the additional head-end/head-end expansion is Government-furnished, please confirm that the contractor’s responsibility is limited to programming/configuration/integration of the contractor-installed field Vindicator equipment into the Government-furnished BDOC head-end environment.

4. Please confirm whether the contractor is responsible for any network programming/configuration beyond the contractor-furnished Bldg. 9120 switch and local field media converters/switches, including any 9120-to-BDOC routing, VLAN/IP configuration, firewall/routing changes, or final network activation required for BDOC alarm visibility.

Please confirm whether offerors should price the additional Vindicator head-end/head-end expansion and related licenses as contractor-furnished or exclude those items as Government-furnished and price only contractor programming/configuration/integration.”

Answer: The referenced additional vindicator head-end is not required for this contract.

This contract will not include any work at Bldg. 5013.
