About this file
This is a Questions and Answers document for federal contract opportunity FA466126Q0031 – MUNS Vindicator, issued by the U.S. Air Force at Dyess Air Force Base, Texas. The document addresses inquiries from multiple departments (7 CES, 7 CS, 7 SFS, 7 MUNS, and 7 CONS) regarding installation and integration of intrinsically safe Vindicator Integrated Detection System (IDS) equipment at munitions storage structures.
Key technical requirements include: installation of fiber optic cabling (approximately 4,500 feet total run distance, 4-inch conduit, 168 total strands of single-mode fiber with LC connectors) to eight buildings (9123, 9124, 9129, 9130, 9131, 9132, 9142, 9143), with six fiber strands terminating at each facility into a Fiber Optic Distribution Panel; trenching/boring of approximately 2,812 feet at 36-inch depth with sand bedding and 95% modified proctor compaction under roads; creation of concrete lockdown manholes (8'x6'x6') and handholes (2'x2'x2'); 120/240VAC power availability with 20-ampere branch circuits at each structure; and IDS equipment installation on buildings 9129-9132 and 9142-9143 (excluding 9134-9135). All installation must comply with DoDM 5100.76, UFC 4-021-02, UFGS 28 10 05, and NIST standards. The existing Vindicator headend (Version 4.5 R2 VE 15) operates on Windows 10 and requires an additional headend, 8-hour backup battery capability, and contractor programming of all Vindicator panels and CISCO data switches. Contractors must obtain AF Form 103 digging permits 14 days prior to work commencement and employ Honeywell-certified technicians holding current VCC, ACS, and IDS certifications at proposal submission through project acceptance.

5. Can you provide a utility map? I can only provide telecommunication utility lines, CE will need to provide electrical/water/etc. maps
6. Do manholes need to be incased in concrete? Is this mentioned in the
DAFMAN?
I am not aware of any requirement to encase a manhole in concrete. The manhole we are requesting needs to be a concrete casted manhole. Handholes do not require encasement.
7. Fiber running to all buildings on Super Structure row?
The plan is to run 72 strand to the easternmost superstructure and terminate into a FODP. 6 strand patch cables will then be run into the remaining superstructures from the FODP as MUNS requires them.
8. How many fibers to each bids? Single mod?
6 strands to each structure is the plan, 2 are required, and 4 will be backup.
9. Verify existing lines and requirements for fiber to be installed
Contractor that is awarded the contract will accomplish this, we are not equipped to do so.
10. Verify handholes and locations This is provided in the Attachment 6 – Drawings on the solicitation post.
11. Are current drawings realistic or just a scenario representation of a loop?
Scenario, contractor will be responsible to engineer the solution and get accurate measurements.
12. Existing conduit size from manholes to building?
4”
13. Any copper comm that is existing will remain or all pulled out?
It will all need to be removed as part of this project
14. Not required to run fiber to BDOC? No, from fiber tie-in point to the munitions structures.
15. 360 Pictures inside manholes See Attachment - 6 for 360 pictures of the manhole located next to the superstructures.
The manhole located next to the 30 row buildings was filled with so much water, could not see under water.
16. Verify amount of: Sand-Conduit-Sand Contractor will determine this based on industry best practices
17. Verify which manholes tying into picture of H0016-1
The attached drawing shows what handholes/manholes tie into H0016-1
18. NIST Compliant? Contractors should follow all applicable industry standards for safety and security.
19. At the fiber tie-in point, are we splicing or terminating on a fiber panel? If splicing, to what type/ strand count fiber cable?
Terminating on FODP, 96 and 72 strand (168 total strands) single mode fiber.
20. How many fiber strands are leaving the tie-in point to support these buildings and how many strands drop off at each building? Single-mode or multimode (OM3, OM4)?
96 and 72 strand (168 total strands) single mode fiber.
21. Engineers will determine need for additional handhole/pullboxes once contract is awarded
Engineers will determine this once contract is awarded. There aren’t any existing fiber patch panels in any of the munitions structures
22. On Attachment 6, what is a “Projected PB”? Is this a pull box or splice point? Both?
Pull box. 12 strands will run from MH to the pullbox and then split into 2, 6 strand cables that will run into the munitions structures.
Bldg 9132 and 9129 will have 6 strand running from MH to the structure
23. Boring vs Trenching. Will boring be acceptable?
Boring is acceptable.
24. Trax celling or Fiber Trax. Is this acceptable for installing the fiber lines?
From the CS perspective, it is technically acceptable, however using it in the superstructures may cause issues. May need to transition to the conduit that is in place since it runs the length of the superstructures
25. What is the distance of the trenching/boring?
Approx 2812ft. Contractor must verify all measurements before ordering supplies.
26. What are the locations of trenching, manholes and hand holes?
See attachment 6 from the original solicitation post. The two existing manholes are already marked on the map. There are two (2) existing hand holes that are located by the fiber tie-in point. Trenching would follow the suggested paths in attachment 6 – Drawings document from the solicitation.
27. Would handholes be adequate instead of creating another manhole?
Yes.

(2) alarm points?
Tamper:
Assuming ICD 705 not applied in this contract, can these 2 BMS tampers and J-box tampers (if there is/will be) be daisy-chained to make one (1) alarm input points instead of two (2) alarm input points (alarm and tamper can still be programmed as separate entity)?
Please refer to requirements identified in UFGS 28 10 05 Electronic Security Systems (ESS). Contractors should follow all applicable industry standards for safety and security.
7 CS - ICD 705 applies where SCI is processed or stored. 7CS is unaware of classification levels of munitions. If ICD 705 is not applied then that is acceptable.
18. Super structures:
There are 4 doors at each super structure with one (1) BMS installed on each door: total four (4) BMS’s for a structure.
Assuming ICD 705 is not applied, can the 2 BMS sensors be daisey-chained to make one (1) alarm point instead of 2 alarm points?
Assuming ICD 705 is not applied, can these 2 BMS tampers and J-Box
Please refer to requirements identified in UFGS 28 10 05 Electronic Security Systems (ESS). Contractors should follow all applicable industry standards for safety and security.
7 CS - see answer to Q 19 tampers (if there is/ will be) be Daisey-chained to use one (1) alarm input instead of two (2) alarm inputs; there will still be two (2) alarm points to be programmed: one alarm point for the alarm and the other for the tamper? If allowed, this design will reduce cable installation and saving the alarm input points, maybe resulting the number of panels installation.
19. For the existing security system enclosures, 30 Row, they do not have a lock installed. Does the government have a lock in mind they would like to use? If that is the case, could you provide model information?

21. Are we excluding Building 9123 and Building B124 for this proposal?
Buildings 9123 & 9124 will have fiber run to the structures, however will not get IDS systems.
22. If an outlying facility requires more than one Vindicator panel, is it preferred to use additional TAA Media converters (if allowed) and consume extra strands of fiber, or to utilize a TAA DISA approved switch and minimize fiber consumption.
Please refer to requirements identified in UFGS 28 10 05 Electronic Security Systems (ESS). Contractors should follow all applicable industry standards for safety and security.
7 CS – if required a switch would be preferred to minimize fiber consumption
23. Will the contractor be required to seed the trenched areas?
Yes
24. Will traffic control be required? If so, are there specific guidelines or permits we need to secure?
Through traffic for munitions movements must be allowed to continue however these are not public traffic routes and do not need treated as such as long as 7 MUNS personnel are not impeded in daily operational movements.
25. Are there any restricted areas or access limitations we need to be aware of for the OSP (Outside Plant) scope of work?
The entire MSA is a controlled area.
26. The SOW mentions potential “after-hours” work. Can you clarify what tasks need to be handled after hours?
7 MUNS has no defined after-hours tasks at this time. However real-world long-term operations or conflicts may drive base posture changes that require contractors to work outside of normal duty hours.
27. Are water and dump stations available for us on site, or do we need to plan other options?
There is very limited water inside the MSA and no available dumping locations. Other plans for both should be made.
28. Please confirm the exact point at which the contractor’s scope ends at Bldg. 9120 and identify all contractor-furnished network components, optics, patching, and configuration required up to that handoff point.
Outlined in the SOW.
29. Will the Government transition existing equipment from the current wall-mounted cabinet into any contractor-furnished cabinet or rack?
7 CS – owned networking equipment will be transitioned by the 7CS, contractor owned equipment will either be moved by the contractor
7 CONS:
1. Does the government want all trenching and fiber installation costs to be reflected in CLIN 0003? Or is it preferred to have the applicable fiber and trenching costs associated with each option CLIN show in their respective CLINS?
Correct, all fiber and trenching and fiber installation costs will be reflected in CLIN 0003. Fiber is going to run to all the buildings that are listed in the SOW & “Drawings” document provided. (Bldgs 9123, 9124, 9129, 9130, 9131, 9132, 9135, 9142 and 9143) The actual Vindicator for the other buildings in the other options of the contract won’t be installed until awarded.
2. Please reconcile SOW paragraphs 6.2.1, 13.2, and 34, and confirm whether the required Vindicator-certified technician may be a direct employee of the prime contractor, in lieu of a separate Honeywell employee or Honeywell company representative, provided that the named individual holds current Honeywell Vindicator VCC, ACS, and IDS certifications.
Done. To clarify, 6.2.1 was correct. You must have the Honeywell VCC, ACS, and IDS Certifications. They DO NOT necessarily need to be working for Honeywell.
3. Please confirm whether the required Honeywell Vindicator VCC, ACS, and IDS certifications must be current at the time of proposal submission and remain valid through the proposed installation, programming, testing, final certification, and acceptance period.
Yes.
