About this opportunity
The Department of the Air Force Global Strike Command is soliciting proposals for the procurement of electrical power and communications infrastructure installation services for a mobile Sensitive Compartmented Information Facility (SCIF) at Fort Bliss, Texas. The contractor must provide all necessary labor, personnel, supervision, management, tools, equipment, transportation, and materials to install a 200-foot underground electrical raceway with a 200-amp single-phase main feed, including fiber optic cabling, underground utility coordination, system testing, and landscape restoration. Key technical requirements include installing 200(2) 12-strand single-mode armored fiber optic cables, fusion splicing LC/UPC connectors, and creating fiber optic distribution connections between specified locations. Proposals will be evaluated based on technical acceptability and price reasonableness, with submissions limited to 15 pages for the technical volume plus pricing breakdown. The proposal due date has been extended to August 8, 2025, at 2:00 PM CST, and the optional site visit originally scheduled for July 25, 2025, is no longer mandatory for proposal validity following Amendment 0001.
This procurement is designated as a 100% small business set-aside under NAICS code 238210 for Electrical Contractors and Other Wiring Installation Contractors. No incumbent contractors are identified in the solicitation materials. The project value is estimated to fall within the range of $25,000 to $100,000, as defined in FAR 36.204(b), and will be awarded on a firm-fixed-price basis. The performance period is 30 calendar days from the date of notice to proceed, though the Statement of Work indicates approximately 60 days for completion of the underground electrical and communications installation work. All work will be performed at Fort Bliss, Texas, specifically at the 7th Air Support Operations Squadron facility, with the contractor required to provide a one-year warranty on all installed systems and components.
