About this file

The file is a Questions and Answers (Q&A) sheet for a federal contract opportunity involving electrical power and communications installation at Fort Bliss, TX. The solicitation (FA466125R0011) is for the 7th Airborne Special Operations Squadron (ASOS) and requires purchasing, assembling, and placing electrical power and communications infrastructure for a portable Sensitive Compartmented Information Facility (SCIF). The contract is a 100% small business set-aside with a project value between $25,000 and $100,000.

The Q&A document contains 14 technical questions and answers addressing specific project details, including fiber optic cabling installation between connex storage containers, conduit requirements, electrical conductor specifications, excavation permits, and site visit clarifications. Key technical points include using copper entrance conductors, coordinating with base standards for meter requirements, routing fiber optic cables through specific conduits, and implementing specific cabling and connection methods between containers. The proposal due date was extended to August 8, and the site visit became optional after an amendment clarified that all offerors would have valid proposals regardless of site visit attendance.

3Civil Engineering SquadronIs it still a requirement that the fiber only enters one of the Conex storage containers despite fiber optic cassettes residing in both storage units?Dwg A101Keynote #5.

Contractor shall also provide a 1" watertight conduit for conex to conex connectivity in the north end.

4Civil Engineering SquadronIs a dig permit the responsibility of the contractor/offeror to submit and receive prior to starting excavation? Will the period of performance be extended to accommodate the acquisition of this permit if it is necessary?Yes. Refer to local base standards.
5Civil Engineering SquadronCan the requested format and detail of the as-builts be provided? For example, is it pdf mark-ups, CAD (dwg) files, engineer-stamped drawings, drawings completed by a surveyor? No asbuilts are available. Only have the produced pdf's & developed cad drawing.
6Civil Engineering SquadronDrawings depict data conduit for data to enter at the Eastern connex (A) with a watertight sidewall penetration, however it was discussed during the site visit that the main rack for data is in the western connex (B). Please clarify where the intended landing point for the fiber drop is.Dwg A101Keynote #5.

Contractor shall also provide a 2" watertight conduit for conex to conex connectivity in the north end.

7Civil Engineering SquadronDrawings for electrical indicate to provide a new meter, however this is typically provided by the utility company. Please provide service provider requirements for meter socket.Contractor shall coordinate with local base standards for meter requirements.
8Civil Engineering SquadronPlease confirm if Aluminum service entrance conductors are acceptable.Contractor shall use copper entrance conductors.
9Civil Engineering SquadronDoes this include sodding and seeding for new grass or just soil fill ? In regards to, 200'(2) 12-strand single mode armored fiber optic cables between the IDF the IDF at the simulator barn and the connex utility equipment room.No grass required. Trenches shall be compacted & existing top soil shall be placed back on trench locations.
10Civil Engineering Squadronis this a typo ? should it read instead between the "IDF the IDF at the simulator barn and the connex utility equipment room." In regards to, Cables will run through a 2" PVC pathway across the concrete pad into the room and fibers will be spliced into 12 count LC/UPC cassettes and installed in a fiber optic tray at the IDF.The SOW states “From the IDF located within the Simulator Barn, two (2) 12-strand singlemode fiber optic cables are to be installed through the building, into the 2” PVC connecting pathway, across the concrete pad and into the Connex Utility Equipment Room.”
11Civil Engineering SquadronCan you please provide pictures of this 2" PVC pathway at both ends ? can you provide pics of the enclosures it terminates to including its associated nameplates.Pictures of the entire site were provided. Pictures of the Connex termination point was pro-vided. The other side (Barn) is a secure area.
12Civil Engineering SquadronCan you please provide pictures of the room where the fibers will be spliced into 12 count LC/UPC cassettes as well as pictures of the existing fiber optic tray at the IDF.Pictures were provided.
13Civil Engineering Squadronis this an existing underground run ? the underground run for the new SP 200A 120/240V Feed was explicitly stated in SOW (b) but not here, that is why i ask. In regards to, Fiber optic cables will then be routed through a 2" liquid-tight conduit to the fiber optic distribution panel at the connex office. There is no existing underground run.
