About this opportunity
The Federal Aviation Administration Southwestern Region seeks full-service elevator maintenance for the Oklahoma City Air Traffic Control Tower, with proposals due October 26, 2026. The procurement is a total small business set-aside.
Place of performance is Oklahoma City, Oklahoma. The contract covers a single Dover elevator installed in 1966 and refurbished in 2015, with the option to add more elevators throughout the contract lifetime. The incumbent contractor is TKE. Performance runs from January 1, 2027 through December 31, 2031 (base year plus four one-year options). The NAICS code is 561210, Facilities Support Services; PSC code is Z1BA, Maintenance of Air Traffic Control Towers.
The contractor must maintain 97 percent operational availability per quarter with no more than four unscheduled outages per quarter. All work must comply with ASME A17.1 and A18.1 safety standards. The contractor must respond to authorized calls within 2 hours, with a maximum 1-hour arrival time for entrapment conditions, 24 hours per day, 7 days per week, at no additional cost to the government. All repairs must be completed within 24 hours of notification. Preventive maintenance must occur at least quarterly. The contractor must provide qualified elevator mechanics with appropriate state or local licenses and supply all labor, materials, parts, tools, and diagnostic equipment.
Performance is measured quarterly against operational availability, unscheduled outages, and response time. Payment forfeitures escalate based on availability shortfalls: 25 percent forfeiture for each 0.5 percent below 97 percent availability, increasing cumulatively up to 100 percent forfeiture if availability drops below 95.5 percent.
Prevailing wage rates apply; elevator repairers earn $53.40 per hour plus fringe benefits including health and welfare, vacation, paid holidays, pension, educational fund, 401(a) annuity, and elevator work preservation fund per Department of Labor Wage Determination. Proposals must include a cover letter, signed solicitation forms, technical proposal, liability insurance certificate, and at least three past experience references and three customer satisfaction surveys for similar work completed within the past five years. Award goes to the lowest responsive offeror for aggregate base-year and option-year pricing. An emergency CLIN with a not-to-exceed amount of 50 percent of contract value covers unforeseen repair and maintenance. Contractors must use electronic invoicing via the FAA Delphi e-Invoicing portal.
