About this file
This file is a Questions and Answers document for federal contract solicitation 697DCK-26-R-00355 for full-service elevator maintenance at Oklahoma City Air Traffic Control Tower (OKC ATCT), located at 4500 SW 67th Street, Oklahoma City, Oklahoma.
The contract covers maintenance services for a single Dover elevator with a Smartrise controller, originally installed in 1966 and refurbished in 2015, with two stops. The current incumbent service provider is TKE, which has been performing maintenance under a larger consolidated contract. This opportunity represents a standalone contract for this location as requirements have changed. The correct proposal deadline is October 26, 2026 at 12:00 PM CT. Performance is scheduled to begin January 1, 2027. The contract allows no more than four unscheduled outages per 12-month period, with payment withholding for any elevator inoperability exceeding 175.2 hours per year. Monthly invoicing is acceptable for fixed-price maintenance services. Additional elevators may be added during the contract term, with pricing to be provided by the vendor upon government request. CLINs 00001-00005 cover base maintenance services while CLIN 00006 covers emergency repairs and replacement parts negotiated separately per occurrence up to a 50% not-to-exceed ceiling. The FAA will provide a third-party inspector to validate all inspections and testing. Vendors must submit past performance references and customer satisfaction surveys (Attachment J-5) from the prime contractor, not from subcontractors. Prime contractors may use properly licensed Oklahoma elevator companies as subcontractors to perform the actual work. Insurance requirements include Certificate of Liability Insurance on ACORD 25 Form demonstrating compliance with AMS Clause 3.4.1-12, typically submitted with the proposal package.

Elevator facts:
Address: 4500 SW 67th St, Oklahoma, OK
Make: Dover Model Smartrise controller
Installation year: originally 1966 refurb in 2015 Total number of stops: 2
1. We are performing independent research on the Combined Synopsis/Solicitation (697DCK-26-R-00355). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was? This location was a part of a larger consolidated contract.
Requirements have changed and now we are seeking a standalone contract for this location.
2. Could you please confirm the make, model, installation year, total number of stops, and current service provider of the elevator? The make, Dover model, Smartrise controller; installation year, originally 1966 refurb in 2015; total number of stops, 2; current service provider of the elevator? TKE
3. The SIR lists a certificate of liability insurance demonstrating compliance with AMS Clause 3.4.1-12 as a required part of the offer package. Before we commit to a fully bound annual policy, we wanted to confirm: would a written binder or letter of commitment from our insurance broker, confirming that coverage meeting the stated limits will be bound effective upon contract award, satisfy this offer requirement, in lieu of an already-active policy at the time of submission? Vendor usually submit a Certificate of Liability Insurance. Its on an ACORD 25 Form.
4. Prime Contractor / Subcontractor: Can we serve as the prime contractor and use a properly licensed Oklahoma elevator company as our subcontractor to perform all elevator maintenance, repairs, testing, and other elevator work? Yes
5. Past Experience: The solicitation requires three similar elevator-maintenance experience references. Can we use the experience of our proposed elevator subcontractor to meet this requirement? No, past experience must be of the Prime vendor not the subcontractor
6. Customer Satisfaction Surveys: Can the three required Customer Satisfaction Surveys be based on work previously performed by our proposed elevator subcontractor? If yes, how should we identify AOC and the subcontractor on the survey form? No, Must be as the Prime vendor
7. Proposal Deadline: The solicitation cover page shows proposals due October 26, 2026 at 12:00 PM CT, but SA52 lists October 31, 2025 at 12:00 PM CT. Which is the correct deadline? October 26, 2026 at 12:00 PM CT. I will issue Modification to clarify this.
8. Survey Attachment: SA18 refers to the Customer Satisfaction Survey as Attachment J-3, but the survey provided is J-5 , and J-3 is the Wage Determination. Should offerors use J-5 for the required surveys? Yes, J-5 is the Customer Survey. I will issue Modification to clarify this.
9. Elevator Information: Can you provide the elevator's manufacturer, model, type, controller/control system, approximate age, number of floors/landings, and any modernization history? The make, Dover model, Smartrise controller;
installation year, originally 1966 refurb in 2015; total number of stops, 2; current service provider of the elevator? TKE
10. Service History: Can you provide the elevator's service-call and unscheduled-outage history for the past 12–24 months? Are there any known problems, deficiencies, or major repairs currently needed? No. To determine any issues you are allowed to schedule a site visit.
11. Required Testing: When were the most recent Category 1 and Category 5 tests completed, and when is the next Category 5 test due? This is unknown at this time.
The FAA will provide a 3rd party inspector to validate inspections and testings.
12. Outage Requirements: The PWS appears to contain different limits for unscheduled service calls/outages. Which requirement should contractors use when preparing their proposal and measuring contract performance? The contract allows no more than 4 unscheduled outages per 12 month period. On top of that, For every additional hour of elevator inoperability, over the allotted 175.2 hours per elevator per year of inoperability will result in an withholding of payment.
13. Invoicing: Will the contractor invoice the FAA monthly, quarterly, or on another schedule for the fixed-price maintenance services? Monthly is fine.
14. Additional Elevators: The solicitation states that additional elevators may be added during the contract. How will the price for an added elevator be determined? The CO will send a request via email to add the elevator, the vendor will then provide the pricing for maintenance.
15. Funding: Clause 3.3.1-37 shows $0 currently allocated to CLINs 00001–00005 and references funding through September 30, 2026, even though performance begins January 1, 2027. Will this clause be updated before award? Yes, once funding is released, the clause will be updated.
16. 1. Is there an incumbent contractor currently performing these services, and if so, could the FAA please provide the contractor name, contract number, and total awarded contract value? TKE is currently performing maintenance as a part a larger consolidated contract.
17. 2. Equipment Make & Drive Type: Could the FAA provide the manufacturer (e.g., Otis, Dover/TK, Schindler), drive type (traction or hydraulic), capacity, and number of landings for the single OKC ATCT elevator to ensure accurate preventative maintenance pricing and OEM parts availability? Make: Dover; Model Smartrise controller; Installation year: originally 1966 refurb in 2015; Total number of stops: 2
18. 3. Proprietary Diagnostics: Does the elevator controller require proprietary OEM software/tools for routine maintenance and code testing, or does it utilize open-access controls? Are you referring to repairs?
19. 4. Category 5 Test Requirement: When was the last Category 5 full-load test performed, and will a Category 5 test be required during the Base Year (2027)? I do not have that information. You can schedule a site visit if you wish.
20. Customer Satisfaction Survey / Subcontractor Past Performance:
21. * Clause SA18 references the customer survey as Attachment J-3, but the attachment list designates J-3 as the Wage Determination and J-5 as the Customer Satisfaction Survey. Please confirm Attachment J-5 is the correct form to submit. Yes, J-5.
22. Please confirm that relevant past performance references and completed J-5 surveys from an offeror’s proposed first-tier elevator maintenance subcontractor are acceptable to satisfy Clause SA18. No must be from the Prime Contractor
23. 6. Emergency CLIN 00006 Usage: Please confirm that non-PWS emergency repairs and replacement parts authorized under CLIN 00006 will be negotiated separately per occurrence against the 50% NTE ceiling. Yes this is negotiated separately for each occurrence.
