About this opportunity
The Department of Veterans Affairs seeks a contractor to manufacture prescription eyeglasses (both dress and safety) for eligible veterans at all VA sites of care nationwide, with proposals due February 6, 2026, at 10:00 a.m. EST. This procurement is a 100% SDVOSB set-aside, foreclosing competition outside certified service-disabled veteran-owned small businesses.
Place of performance spans all CONUS and OCONUS locations, including VA Medical Centers and their entire catchment areas including outpatient clinics. The contract runs ten years—a five-year base period plus one five-year option—with a ceiling of $2 billion and a guaranteed minimum of $10,000 in the initial fiscal year. The NAICS code is 339115 (Ophthalmic Goods Manufacturing), PSC 6540. The solicitation excludes optician services.
Offerors must demonstrate minimum manufacturing capacity of 600 complete eyeglasses per day to be eligible for any award. For regional delivery orders, contractors must achieve 4,000 per day for EG Region East, 3,000 per day for EG Region West, and 600 per day for EG Region OFL, with capabilities required within 60 days of award. Offerors not meeting regional thresholds may pursue national award but will only be eligible for delivery orders in regions where they satisfy stated capacity requirements.
Proposals are evaluated on technical acceptability standards (including sample frame kits, lens offerings, equipment, and contingency plans), experience, and capabilities as equally important factors ahead of price. The VA intends to award multiple national IDIQ contracts with single-award delivery orders to at least two contractors. Contractors must provide frame kits containing specified manufacturers and styles, with historical usage data available for VISN 10, 12, and 20 to inform pricing. Offerors must certify SDVOSB status, comply with FAR 52.240-91 and 52.240-90 (security prohibitions and exclusions), and meet VAAR 852.219-76 subcontracting limitations requiring non-certified firm payments not exceed 50% of contract value. The solicitation has undergone 12 amendments; the most recent (Amendment 0012, posted February 5) corrected formula errors in pricing CLINs, clarified shipping procedures, and resolved unit discrepancies.
