About this file
This document is a set of Clarifications to Industry Questions with Government Responses for the National Prescription Eyeglasses Manufacturing contract, solicitation number 36C24126R0001. The document addresses four key questions from potential contractors regarding the procurement:
The first question seeks clarification on usage quantity per frame for Region 5, with the government indicating usage information will be provided at award. The second question confirms that evaluation of contractor capacity will be based on current capabilities (600 eyeglasses per day for national/Region 5 award, 1,600 eyeglasses per day for Regions 1-4), not future potential. The third question about medical necessity documentation for add-ons has been removed from the solicitation. The final question references a new Community Care Network Solicitation and highlights that the VA is currently unable to provide accurate quantity estimates for optical services due to uncertainty about available Community Care Network optical shops. The government directs potential contractors to review Amendment 0005 for additional guidance on proposal submission instructions.

36C24126R0001 National Prescription Eyeglasses Manufacturing
Clarifications Industry Questions with Government Responses
1. Within Region 5, since offerors are required to provide a price for a complete pair of eyeglasses with frames and lenses, please provide the usage quantity per frame so offerors can accurately price the pairs of glasses for this region. This is especially critical with price being a key determinant for award.
a. Usage information will be provided at the time of award.
b. See amendment with revised Region structure.
2. Question 29.2’s response to indicate that current capacity is an offeror’s proven capacity, given current workloads. Similarly Question 29’s response mentions “The minimum is
600 eyeglasses per day to be considered for a national award. The minimum is 600 eyeglasses per day to then be considered for a Region 5 award. The minimum is 1,600 eyeglasses per day for each separate Region 1 through 4.” Please confirm if the 1,600 eyeglasses per day is based on what the contractor currently or recently produces
(proven capacity), and not anticipated or future capacity (stated capacity)?
a. Correct. Evaluations are based on current capabilities, not future capabilities.
References to expansion plans have been removed from the SF1449.
b. See amendment with revised Region structure.
3. Question 69 mentions see amendment for what the contractor must look for related to the documentation of medical necessity for add-ons. Will the inclusion of an add on in the RX from VA be considered adequate documentation for medical necessity for the purposes of this requirement.
a. This requirement has been removed from the solicitation.
4. A new Community Care Network Solicitation 36C10G26R0003 was posted 12/15/2025, mentioning in Attachment 2 page 185: “Eyeglasses/Corrective Lenses: Eyeglasses and subsequent eyeglass fittings are not authorized as CCN does not cover the cost of eyeglasses and/or contacts. Eyeglass prescriptions, if indicated, will be provided to the
Veteran to bring to their local VA facility in person for obtaining the eyeglasses (and related fittings) or provided per local VA facility policy.” Please confirm the quantity for each region as they appear very low for CLIN 0012.
a. VA is unable to provide an accurate estimate at this time because we do not have an accurate representation of how many CCN optical shops will be available to
VA.
b. See revised Additional Instructions for Proposal Submission, Section 19.6 in amendment 0005.
