About this opportunity

The Department of Veterans Affairs issued an Intent to Consolidate Notice on November 19, 2025, for National Prescription Eyeglasses Manufacturing (solicitation 36C24126R0001), announcing its plan to bundle 29 existing VISN and local contracts into a single national procurement set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The VA intends to award multiple multiple-award IDIQ contracts with firm-fixed price and economic price adjustment terms, each carrying a $2 billion contract ceiling, to standardize the eyeglasses ordering process across VA Medical Centers, eliminate government purchase card usage, and modernize patient satisfaction surveys. The contract spans ten years—a five-year base period plus one five-year option—with delivery orders to be issued at regional or VISN levels subject to fair opportunity requirements. Market research identified 13 interested vendors, including 5 SBA-certified SDVOSBs capable of performance. The procurement covers NAICS 339115 (eyeglasses manufacturing) and will support eyeglasses manufacturing for veterans across multiple VISNs and in-house fabrication lab overflow. The VA Network Contracting Office 1 in Augusta, Maine, is managing the procurement. Interested parties must include both Jeremy J. Boston (Contract Specialist) and Jeremy J. Parker (Contracting Officer) in all correspondence and reference the solicitation identifier in email subject lines.
