The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 15 (NCO 15) is soliciting offers for the procurement and installation of a new dental cone beam computed tomography (CBCT) imaging system at Harry S. Truman VA Medical Center in Columbia, Missouri. The government seeks to replace an end-of-life Carestream 9000 unit that has experienced frequent operational failures and downtime, significantly impacting patient care and diagnostic imaging services. The contractor must deliver and install a brand name or equal Carestream 9600 CBCT system with specific technical specifications including 60-90 kV generator tube voltage, 140 kHz frequency, 0.3-0.7 mm focal spot, and capability to perform 15 radiological examination types, along with strict dimensional constraints (59.06 L x 78.74 D x 86.61 H inches, maximum 463 pounds). Key contract requirements include comprehensive staff training within 30 calendar days of installation, submission of a detailed delivery and installation plan within 10 days of award, system integration with existing VA IT infrastructure (VISTA imaging, CPRS, and future Oracle software), and provision of five years of maintenance and technical support (base year plus four one-year option periods). The solicitation closes on May 14, 2026 at 22:00 CDT, with offers evaluated on responsiveness to technical specifications and the contractor's ability to meet delivery and support requirements.
This solicitation is set aside exclusively for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under NAICS code 339114 with a 750-employee size standard. The incumbent Carestream 9000 imaging unit will be removed and disposed of, with potential trade-in credit available under a separate CLIN. Delivery is required within 60 days after receipt of order (ARO) on a firm-fixed-price basis to 800 Hospital Drive, Columbia, Missouri 65201, with the contractor responsible for all travel expenses and FOB Destination terms. The contractor must demonstrate proof of authorized distributor status, submit required equipment brochures, and employ qualified key personnel including an installation specialist, training specialist, and technical support engineer with a minimum of five years of experience. Compliance requirements include Section 508 accessibility standards and VA security protocols, with offerors required to acknowledge receipt of all solicitation amendments prior to the proposal deadline.
