About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 17, seeks procurement, delivery, installation, configuration, testing, and commissioning of three CT and MRI contrast injector systems (Stellant FLEX CT, Mark 7 Arterion Angiography, and MRXperion MRI) for the VA North Texas Health Care System Dallas VA Medical Center, with proposals due September 9, 2026, at 12:00 PM Central Time. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside, foreclosing competition outside that category.
Place of performance is 4500 South Lancaster Road, Dallas, Texas 75216-7167, Diagnostic Imaging Department, Building 2J, Rooms 3B-672 and 3B-313. Work must be completed during normal business hours, Monday through Friday, 8:00 AM to 4:00 PM, with coordination through the facility point of contact to minimize clinical disruption.
The solicitation is firm-fixed-price with an estimated award value of $128,078.77. The NAICS code is 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing; PSC is 6525. The contractor must hold a current Authorized Distributor Letter from Bayer dated within the past 12 months for all three MEDRAD systems and must remove and trade in two existing legacy systems. Scope includes on-site installation, assembly, system configuration per OEM specifications, functional testing and calibration, user training for VA technologists, and comprehensive documentation. Evaluation is based on technical capability, past performance, and price. Offerors must submit a two-page capability statement, two relevant past performance references within the past 36 months, and complete line-item pricing for all ten contract line items.
Amendment 0001, issued September 3, 2026, removed the FAR Nonmanufacturer Rule and VAAR subcontracting limitation clauses, clarified delivery and installation addresses, and addressed five offeror questions regarding authorization requirements and warranty documentation. The regional contracting office is in San Antonio, Texas; the point of contact is Contract Specialist Erika N. Taylor (Erika.Taylor@va.gov).
