2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This requirement is for the procurement of injector systems for the existing CT & MRI units at the VA North Texas Health Care System, Dallas VA Medical Center.
The purpose of this request is to replace the current CT and MRI injector systems that have been assessed as beyond economical repair or have reached the end of their service life. Replacement is necessary to maintain equipment reliability, prevent performance degradation, and avoid potential operational failures that could result in higher maintenance costs or unscheduled downtime. The new CT and MRI injector systems will serve as upgrades to the existing models, ensuring continued reliability and performance as the current systems are now obsolete.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
These injector systems are manufactured in Indianola, Pennsylvania, USA. These CT and MRI injector systems are manufactured by Bayer Medical Care Inc., located at 1 Bayer Drive, Indianola, PA 15051.

Market research did not identify any equivalent domestic end product manufactured by a U.S. producer that meets the Government’s required salient characteristics for the CT and MRI contrast injector systems. While other manufacturers, such as Bracco, offer comparable products, they are foreign-manufactured or rely on foreign production. Therefore, no equivalent domestic end product from a U.S. manufacturer was identified.
4. Description of market research conducted and results or statement why it was not conducted:
Queried mandatory sources in accordance with RFO 8.103 – Mandatory Sources of Supplies using the keywords “CT Injectors,” “MRI Injectors,” and “Injection Systems,” and found that no mandatory sources are capable of providing the required equipment.
Queried various government-wide databases for contracts using the keywords “CT Injectors,” “MRI Injectors,” and “Injection Systems” in accordance with RFO 8.104 – Use of Existing Contracts, and determined that no single existing contract provides all required equipment. A review of contract awards on SAM.gov for the Federal Procurement Data System (FPDS) shows that two or more SDVOSBs are capable of supplying the equipment required by VANTHCS. The original equipment manufacturer (OEM), Bayer Healthcare, provided an authorized distributor list identifying two SDVOSBs as authorized to sell and distribute the required CT and MRI injector systems.
