About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Midwest Consortium (MIDCON), seeks supply of custom sterile surgical procedure packs and associated services for approximately 35 VA Medical Centers and Community Based Outpatient Clinics across VISNs 5, 9, 10, 12, 15, 16, and 23, with proposals due April 2, 2025 at 1:00 pm CT and sample pack submission due April 4, 2025 at 3:00 pm ET. The procurement is unrestricted; the VA determined after market research that small businesses do not manufacture at least 50% of the estimated contract value and therefore declined to set aside the requirement under the Non-Manufacturer Rule.

The VA anticipates awarding one firm-fixed-price Indefinite-Delivery Indefinite-Quantity contract for five years (May 1, 2025 through April 30, 2030) with a minimum guarantee of $175,000 and ceiling of $98.5 million. Place of performance spans 19 states across the central United States with delivery to specified facilities Monday through Friday, 8:00 am – 3:30 pm local time. NAICS code is 339113 (Surgical Appliance and Supplies Manufacturing), SBA size standard 800 employees; PSC is 6515.

The contractor must provide all labor, materials, sterilization, transportation, equipment, supervision, quality assurance, electronic communication, ordering, reporting, and delivery. Standard order delivery is required within three business days; emergency orders within 24 hours. The contractor must maintain a 97% fill rate and provide monthly reporting on fill rates, quality measures, substitutions, backorders, and sales. All components must achieve 100% Trade Agreements Act compliance. The contractor must have EDI capabilities within 30 days of contract start and comply with FDA, ISO, AAMI, and National Fire Protection Regulations standards. Three sample packs must be submitted and pass all 16 evaluation criteria per the Sample Pack Evaluation Checklist to be eligible for award. Offerors must demonstrate prior performance on at least two contracts supporting a minimum of 20 medical facilities and 100 different custom pack configurations within the past five years. Amendment 0001 (February 21) identified the incumbent as Manus Medical LLC under contract 36C77623D0002. Amendments 0002 (March 17) and 0003 (March 27) updated clause citations, added country code requirements, and extended deadlines. Evaluation is on a Lowest Price Technically Acceptable basis.
