Does the acceptance testing of the new transformer need to be completed by NETA certified technicians?

Yes

Is the transformer to be replaced currently de-energized and only being used for backup?

The transformer is currently out of service pending repairs scheduled to be completed during Summer 2025. The bidding contractors shall assume the transformer will need to be de-energized prior to work start.

Is there a preferred day of the week and time of day for the transformer replacement?

There is no preference, coordination with facilities will be required to minimize impact.

What is the maximum duration for the redundant transformer to be unavailable during replacement?

1 week maximum.

Please provide specific details on how the existing transformer being replaced will be turned over. (set to the side of the yard or transported to a designated location?)

The transformer can be set to the side within the secure fence in a location to not impede access to other equipment.

Does the facility have one-line drawings, as-builts, or design drawings of any kind for the current primary switchgear, transformer, and secondary switchgear?

Does the facility know the correct lockout locations to isolate the transformer being replaced?

Lockout locations are in the adjacent switchgear within the secure fence area.

Please confirm no testing or new terminations are required for the existing MV cables.

Testing of new terminations is not required as the existing terminations are to be re-used. Testing may be required if the existing terminations are damaged during construction and need to be replaced.

Do you have pictures of the Medium Voltage and Low Voltage connection compartments. Just would like to see the conduit arrangement and the connections.

If Yes then in the specifications that were sent out the installation instructions 3.1.A, B, C, D.1,.2, .3 would have already been done by the initial installer of the transformer

Concrete pad, anchors, and grounding rods are all existing. The new transformer shall be mounted to the existing concrete pad using existing anchors to secure the unit. Contractor is responsible for any additional anchors that may be required to for proper installation.

The Bath transformer was able to be replaced in-house and is not a part of this project.

GENERAL PROJECT WORK SCOPE DESCRIPTION

Existing Conditions:

The Canandaigua VAMC is located at 400 Fort Hill Avenue, Canandaigua, NY 14424. The

layout is a campus with more than 30 buildings located on over 150 acres. Normal working hours are Monday Friday 8:00am 4:30pm. The electric service for the campus enters at the northwest corner of the property through a 5 MVA transformer, with a redundant backup. One transformer was recently damaged from pest activity and subsequently repaired, however this is not a long term fix and it needs to be replaced.

Scope of Work:

Contractor is to provide all labor, material, equipment, supervision, to replace the primary 5 MVA

transformer in kind. Work shall include disconnect and removal of the existing transformer, installation of a new transformer, connection and testing. Contractor to provide a crane service for removal and installation of equipment. Existing transformer to be turned over to VA. All Electrical work to be in compliance with NEC and equipment manufacturer standards.

Code requirements:

The repaired equipment must, at a minimum, be in accordance with all applicable codes including Veterans Affairs standards which can be found at https://www.cfm.va.gov/til/. This will include, but not be limited to: Department of Veterans Affairs Design Manuals, VA Publications, and Construction Standards, National Fire Protection Code (NFPA), Life Safety Code, Underwriters Laboratory (UL), International Building Code IBC, National Electric Code (NEC), the VA Information Security Handbook 6500.6, Occupational Health and Safety (OSHA), and Environmental Protection Agency (EPA) requirements (to include Mold Remediation in Schools and Commercial Buildings). All work will be completed by certified individuals. All abatement will be in compliance with NYSCR 56.

General Requirements:

The contractor shall repair equipment to original functionality. Where conflicts exist work shall

not proceed until the COR has been notified and has given direction.

Prior to any work commencing in an area, the contractor shall notify the COR of his intention to work in the area and shall schedule a walkthrough with the COR to determine existing

conditions.

After the work, the existing work areas shall be returned to their original state before final

approval shall be given. After the completion of construction, the contractor shall completely clean all surfaces of construction debris.

The contractor shall receive all deliveries of materials, equipment, tools, or other goods off station, and bring them to the job site. The Canandaigua VA shall not accept deliveries for project purposes.

The contractor shall prepare and submit an excel spreadsheet listing all submittals required. The worksheet shall be submitted by the contractor and reviewed and re-submitted as necessary.

The contractor shall not proceed with any on-site work until the completion of the submittal process or approval to proceed from the CO and COR without completion of the submittal process. Not less than 14 calendar days shall be planned for COR review of each submittal. Re- submittals shall be provided as required by the COR, and shall be treated as a new, separate submittal.

Any non-lead time materials will only be paid for when installed.

Any items identified as punch list items will be fixed prior to project closeout.

Special care will be taken to secure tools and construction equipment during construction as this facility has patients in it.

Work cleanliness must be adhered to throughout the project.

Sounds and vibrations must be kept to a minimum to avoid patient disruption. The COR reserves the right to stop work if sound and vibrations are impacting patient living or employees.

Off tour work may be required to minimize impact to Veterans and employees.

The contractor shall warranty all work including for 1 year from the date of acceptance. Warranty shall include any labor or parts necessary to ensure complete functionality of the repaired equipment.
