About this file
This document is an amendment to a federal solicitation (36C24225B0028) for replacing a 5MV transformer at the Canandaigua VA Medical Center in New York. The project involves removing and replacing a damaged transformer within a campus containing over 30 buildings, with work requiring all labor, materials, equipment, and supervision to disconnect the existing transformer, install a new one, and complete connections and testing. Key specifications include using a crane for equipment removal and installation, compliance with national electrical codes and VA standards, and a project duration of 3 years. The solicitation includes detailed questions and answers addressing technical aspects such as transformer certification, de-energization, replacement timeframe, and installation requirements.
The contract is issued by the Department of Veterans Affairs Veterans Health Administration, specifically the Veterans Integrated Service Network 2. Contractors must provide a lift plan, follow strict installation guidelines, and ensure minimal disruption to the medical facility's operations. The transformer replacement requires NETA certified technicians, must be completed within one week, and involves setting the existing transformer aside within a secure fenced area. Spare parts are required, and the VA is seeking either a direct replacement or an approved equivalent transformer. The project emphasizes patient safety, requiring minimal sound and vibration during construction and potential off-hours work to reduce impact on patients and employees.
