About this opportunity

Brookhaven Science Associates (BSA), operating on behalf of the Department of Energy Office of Science, is conducting market research to identify potential sources capable of providing printed circuit board (PCB) assembly services for the DUNE FD-VD CRP Patch Panel IO-1889-1B component. The procurement seeks vendors with demonstrated expertise in complex PCB assembly, specifically requiring a minimum of 20 years of experience with cryogenic electronics, mixed surface mount and through-hole technology capabilities, IPC-A-610 Class II compliance, and rigorous electrostatic discharge handling procedures. Respondents must submit a Statement of Capabilities by January 16, 2026, demonstrating their ability to meet the technical requirements outlined in the attached Statement of Work and technical drawings. While evaluation criteria are not explicitly detailed in this Sources Sought notice, the qualifiers document indicates that vendors must provide comprehensive reference documentation for at least three comparable past projects with evidence of successful cryogenic board performance below 120 K, and failure to provide such documentation will result in non-responsive offers. This is the initial step in the planning process, and BSA anticipates conducting a competitive acquisition; however, this notice is not a commitment to issue a solicitation or award a contract.

No set-aside designation applies to this procurement, and no incumbent contractor information is disclosed in this pre-solicitation notice. The requirement consists of a two-phase effort: Phase 1 involves building 20 pre-production board assemblies for qualification purposes with delivery required in less than one month, while optional Phase 2 involves producing 360 production board assemblies with delivery within three months after contract modification, distributed in three batches of approximately 120 pieces per month. Respondents must provide quotes for both the 20-unit Phase 1 and 360-unit Phase 2 quantities, with labor costs only as Brookhaven National Laboratory will supply all PCBs and component parts. The applicable NAICS code is 334418 (Printed Circuit Assembly) with a size standard of 750 employees, and the technical specifications indicate EAR99 export control classification with an ESH&Q Risk level of A3. Specific award values or total budget ranges are not disclosed in the pre-solicitation notice.

3. Provide explanation of experience building cryogenic electronics assemblies with similar complexity (~50 different types of components with mix of surface mount and through hole technologies, ~1,500 components, certificate of compliance per IPC-A-610 class II, stringent handling procedure for ESD sensitive components) with reference to the assembly drawing attached. Provide references for at least 3 successfully fabricated jobs with comparable complexity with key parameters listed below. The references shall include the name of the organization, contacts, phone numbers, and email addresses.

a. Board size

b. Number of different types of components

c. Number of components in surface mount technology

d. Number of components in through hole technology

e. Number of components mounted on board

f. Certificate of compliance per IPC-A-610 class II

g. Handling procedure for ESD sensitive components
