About this opportunity

Brookhaven Science Associates, LLC (BSA), operator of Brookhaven National Laboratory under a U.S. Department of Energy contract, is soliciting quotes for Printed Circuit Board (PCB) assembly services for the DUNE Far Detector in Vertical Drift (FD-VD) technology project. The procurement requires qualified contractors with a minimum of 20 years of experience in complex PCB assemblies to assemble and deliver high-reliability circuit board assemblies in strict compliance with technical drawings, specifications, and the Statement of Work provided. Offerors with prior experience building cryogenic electronics assemblies of similar complexity—involving approximately 50 different component types, 1,500 components, mixed surface mount and through-hole technologies, IPC-A-610 Class II compliance, and proven operation below 120 Kelvin—must provide at least three reference contacts documenting comparable work. Award will be made to the responsive and responsible offeror submitting the lowest total price meeting all technical requirements and RFQ qualifiers. The deadline for submitting questions is February 11, 2026, with all quotation responses due by February 23, 2026 at 5:00 PM via email to Shaylyn Price at sprice@bnl.gov, and quotes must remain valid for 90 days.

This is a full and open competition procurement with no set-aside designation, and no incumbent contractor is identified in the solicitation materials. The contract is structured as a Firm Fixed Price agreement with two phases: Phase 1 (pre-production) requires delivery of 20 PCB board assemblies within one month of award, while the optional Phase 2 (production) calls for 360 board assemblies delivered in three batches of approximately 120 units each over three months following option exercise. The overall contract value is listed as TBD pending vendor quotes. All pricing must be all-inclusive in U.S. dollars and include applicable import duties and customs costs, with payment terms of Net 30 for large businesses and Net 10 for small businesses upon receipt and approval of properly certified invoices and delivered assemblies. Performance will take place in Upton, New York, with deliverables shipped FOB Destination, Freight Prepaid to Brookhaven National Laboratory, Building 98 Rochester Street. The contract is subject to Service Contract Labor Standards under DOE Wage Determination No. 2015-4157, Revision 30, and the anticipated period of performance is three months from award with a potential extension to six months if Phase 2 is exercised.
