About this opportunity
This solicitation requests proposals to provide an innovative 3D facility and infrastructure scanning solution to support advanced facility visibility techniques at four Air Force bases. The 772nd Enterprise Sourcing Squadron on behalf of the Air Force Installation Contracting Agency seeks to capture interior and exterior scans of buildings and facilities using mobile reality capture devices. Proposals will be evaluated based on technical merit, importance to agency programs, and available funding. The technical evaluation will assess usability, adoptability, and replicability. Questions are due by July 29, 2022 and proposals are due by August 15, 2022.
There is no set-aside designation. Solutions proposed under this solicitation must capture scans at Altus AFB, Luke AFB, Robins AFB, and Patrick AFB within 12 months of award of a single, firm-fixed price contract valued at up to $675,000 total. Pricing shall not exceed $500,000 for Altus AFB, $1 million for Luke AFB, $1 million for Robins AFB, and $500,000 for Patrick AFB. The main NAICS code is 541360 and PSC code is R425. Payment will be made via invoice after satisfactory completion of requirements at the four Air Force bases.

Submittal Instructions
772nd ESS is conducting a commercial solutions opening (CSO) authorized by Department of Defense Class Deviation 2018-O0016 for an innovative 3D facility/infrastructure scanning solution to support advanced facility visibility techniques at four (4) Air Force Base (AFB) locations. Under a CSO, the Air Force may competitively award proposals received in response to a general solicitation, similar to a broad agency announcement, to acquire innovative commercial items, technologies, and services, based on a review of proposals by scientific, technological, or other subject-matter expert peers within the Air Force. Under this CSO, all items, technologies, and services shall be treated as commercial items, and only a single contract award will be made.
The Air Force intends to obtain “innovative” solutions or potential new capabilities that fulfill requirements, close capability gaps, or provide potential technology advancements. Solutions may include existing technologies or procedures that are not currently in use by units at various locations that would enhance or streamline their mission capabilities. Based on available funding, this CSO is targeting solutions priced up to specific amounts listed by topic in the proposal instructions. The Government will not evaluate proposed solutions priced greater than the amounts per topic.
“Innovative” is defined as any technology, process or method that is new as of the date of submission of a proposal. It also includes any new application of an existing technology, process, or method.
772nd ESS will utilize a one-step closed CSO evaluation process. Under the one-step evaluation process, offerors whose proposed solutions are submitted by the deadline and meet the need of the government will be evaluated and notified if they were selected for an award. Under a CSO the primary evaluation factors for selecting proposals for award are technical, importance to agency programs and funds availability. For further details, review Section C of this document for Procedures and Criteria for Selecting Proposals.
In order to execute payment, the Government intends to pay this contract after all requirements are satisfied via an Invoice and Receiving Report (Combo). This will require you to register in Wide Area Work Flow (WAWF) after award. WAWF can be found inside the Procurement Integrated Enterprise Environment (PIEE).

Proposal Submission
In order for your proposal to be evaluated for a possible contract award, it must be submitted via email to carrie.williams.7@us.af.mil AND gregorio.armand@us.af.mil NLT Close of Business 5:00 PM Central Time on 15 August 2022. A hardcopy will not be accepted. No proposal will be accepted after Close of Business 5:00 PM Central Time on 15 August 2022 as the authority to enter into a contract under the CSO program expires at this time. Offerors may submit proposal amendments any time prior to the proposal evaluation deadline. Evaluation shall be within 45 days of the submission. However, the Government will ONLY review the final amended proposal that is submitted.
To avoid any ‘lost in transit’ situation, offerors shall contact the Contracting Office to confirm receipt of an email or proposal electronic delivery immediately after submission. Please ensure that your e-mail address listed in your proposal is current and accurate. 772nd ESS is not responsible for ensuring notifications are received by firms changing mailing address/e-mail address/company points of contact after proposal submission without proper notification. Changes of this nature shall be annotated in the submittal or amendments.
The contracting officer, Carrie R. Williams, will be available 2 hours prior to the proposal submission deadline in order to ensure all proposals are received. If your company does not receive a receipt notification via e-mail from the contracting officer then please e-mail the contracting officer without the proposal attached and request a DoD Safe drop-off from the contracting officer. If your company has an employee with a DoD Common Access Card (CAC) then they can alternatively submit it via DoD Safe at https://safe.apps.mil without a drop-off request from the contracting officer.
