About this file

This document is a solicitation for a commercial solutions opening to provide an innovative 3D facility and infrastructure scanning solution to support advanced facility visibility techniques at four Air Force base locations. The Air Force's 772nd Enterprise Sustainment Squadron is seeking proposals for capturing interior and exterior scans of buildings and facilities using mobile reality capture devices with LiDAR and camera capabilities, with requirements for point cloud data containing RGB and intensity values in E57 format with embedded imagery. Proposals must ensure a minimum 40% overlap of data registrations and utilize static scanners with external targets for large building envelopes and homogeneous environments prone to SLAM drift. Resulting deliverables must include procedurally generated, textured 3D mesh models and 360-degree panoramic imagery. The pricing target per location is under $500,000. Proposals in response to this solicitation must be submitted no later than July 29, 2022 to be evaluated for a potential award based on technical merit, importance to agency programs, and available funding. Successful offerors must register with the Wide Area Workflow system for invoice and payment processing.

Area of Interest: Advanced Facility Asset Visibility Program Spiral 2 Question and Answer 1 August 2022

1. Optimal GEO/Woolpert has one question in reference to the CSO:

QUESTION: AOI Document, Paragraph 4a refers to proposed standardize approach developed in Spiral 1. What was the proposed standardized approach developed by the contractor is Spiral 1?

ANSWER: Standardized Approach Standards developed during Spiral 1 are as follows:

a. Building interiors and exteriors are to be captured using primarily SLAM based mobile reality capture devices. (simultaneous localization and mapping)

b. Appropriate devices should have a combination of Lidar sensor/profiler and digital camera array, capable of generating panoramic imagery

c. Device should provide, at minimum, ability for onsite rapid data check to ensure collection quality

d. Resulting point clouds should contain both RGB and Intensity values:

E57 file format with embedded imagery

e. Data registrations should contain 40% minimum overlap

f. Static Scanners with external targets and/or GPS enabled mobile scanners should be used for large building envelopes where SLAM drifting is likely to occur

g. Static scanners with external targets should be used in homogeneous, low feature environments

h. Specifications for procedurally generated, textured mesh models from reality capture point clouds

i. Resolution: 0.025m

ii. Texture resolution: 8192x8192

iii. Collada or Wavefront format

i. Specifications for 360 degree panoramic imagery
