Area of Interest: Advanced Facility Asset Visibility Program Spiral 2
26 May 2022
The Air Force Civil Engineer Center (AFCEC) Asset Visibility Division, Facilities Branch (COAF) requires support to implement advanced facility asset visibility techniques in support of multiple civil engineer business processes for the AF enterprise. Specifically, the support includes facility asset visibility enterprise system architecture development, collection of sustainable reality capture 3-dimensional (SRC3D) test data at four installations, and demonstration of the system architecture with an intuitive user-interface accessing the data collected during this project.
1. There are six primary civil engineer business “use cases” anticipated to benefit from process improvements enabled by the advent of facility interior data scanned using state-of-the-art 3D scanning and photography capability. These six business use cases are as follows:
a. BOS/BMC and GSU: Enhance oversight of Base Operating Support (BOS)/Base Maintenance Contract (BMC) activities and improve administration of remote geographically separate units (GSUs).
b. Facility Condition Assessment: Accelerate facility condition assessments (FCAs) including inventory and assessment data validation and data quality improvement efforts.
c. PM/CM: Enable increased efficiency and accuracy in planning preventive maintenance (PM) and corrective maintenance (CM) actions including bill of materiel development, anomaly analysis, problem troubleshooting, and advanced maintenance activities.
d. Emergency Response: Improve pre-emergency response planning and training to aid emergency response personnel in more rapidly familiarizing themselves with existing interior conditions and constraints relevant to providing highly effective fire and emergency services.
e. Planning Charrette Report (PCR) Support: Support improved project development efforts through enhanced PCRs based on accurate data depicting current facility interior conditions that are the target of the project planning effort.
f. Real Property (RP) Existence and Completeness (E&C) Surveys or Utilization Rate (UR) (RP E&C or UR): RP assessments can realize efficiencies if E&C surveys can be validated based on facility scan data which can eliminate travel time to view facilities. UR planning can be accomplished more efficiently using detailed interior data provided by 3D scans, and leadership decision presentations can be substantiated by compelling imagery showing actual conditions.
2. One of these business use cases will be the focus at each of the listed installations for purposes of this Spiral 2 project as listed in Table 1 below. This does not preclude any installation from proceeding on their own initiative to adopt 3D scan data into additional business use cases. The focus of this effort will be to cooperate with the designated installation civil engineer units to demonstrate the potential of the advanced facility asset visibility in the identified use case.

3. Facility Asset Visibility Enterprise System Architecture Development: It is anticipated that at full implementation the enterprise architecture must be capable of supporting the scan and photography data needed to document approximately 82,000 unique facilities representing 600 million square feet and located at more than 100 installations around the world. The following information and requirements apply to the proposed system.
a. The proposed system must achieve/operate at Defense Information Systems Agency (DISA) Impact Level (IL) 4 which is the data security standard applicable to data transfer in and out of storage and to the entire set of civil engineer business processes.
b. The proposed system must conform to the requirements of the AFIMSC Installation & Mission Support Geospatial Interoperability Reference Architecture (GIRA), latest version.
c. The proposed facility asset visibility system architecture must be capable of operating on the current and future AFNET architecture.
d. The proposed system architecture must be capable of beginning with limited data but capable of easily expanding to accommodate increased quantities of data as it is captured.
e. The proposed system architecture must be capable of obtaining an Authority to Operate on the AFNET and being listed on the AF Evaluated Products List
(EPL).
f. A system context diagram has been prepared to describe the proposed system’s operational context at the installation level. See attachment 1
g. A primary business use case context diagram has been developed in support of this primary Spiral 2 objective. See attachment 2.
h. An Interface Features Scope Tree Summary Diagram depicting the Operational User interface top level feature requirements has been included at Attachment 3, and an Interface Features Scope Tree Summary Diagram - Expanded Overview (three diagrams) has been included at Attachment 4.
i. The Typical End User and Technical End User Use Case Diagrams are included at Attachment 5. These illustrate the required capabilities of the user interface in a graphical format.
j. User access to the proposed system must be roles-based with a minimum of two roles: “Typical End User” and “Technical End User.” Anticipated user activities for these two user classes are portrayed graphically at Attachment 5. Additional or revised roles may be proposed for consideration and implementation.
k. User interface must be intuitive and streamlined.
l. Submittal requirements: For direct installation support, the Contractor shall submit as a minimum:
i. User training outline with identified goals and objectives at least one week prior to each training event
ii. Completed scan files upon completion of scanning and post-production processing work for each installation
iii. Recommended Enterprise Architecture diagrams with supporting details and estimates initially at three months after period of performance (POP) start date, with revisions at six months after POP start, 9 months after POP start, and final submittal on or prior to POP end date.
m. Other Submittals: Contractor shall identify proposed submittals and due dates (in addition to the minimum submittals) in their proposed technical approach project plan.
4. The Contractor shall capture 3D scans at the installations with the number of facilities and amount of square feet listed in Table 2 shown in Attachment 6.
a. The Contractor shall provide a complete interactive 3D model of designated facilities using Contractor-owned equipment. The purpose of this data collection is to provide a large data sample for use as each installation’s training platform initially for the designated business use cases, while using currently available advanced technology. This Spiral 2 solution is intended to demonstrate the proposed standardized approach (developed in Spiral 1) for capturing 3D Facility Interior Scans and presenting models for enterprise business use case implementation.
b. The Contractor shall acquire, edit, and provide 360-degree photographs, point-clouds, and 3D models of facilities.
5. The Contractor’s recommended facility 3D modeling solution and deliverables shall meet or exceed the following requirements:
a. Hardware: (No actual hardware to be provided in this effort.)
i. Provide recommended hardware solutions that are intuitive and easy to use.
ii. Provide modest-resolution acquisition (to meet the majority of end-use cases, with modelled accuracies to within 1% of actual measurements)
iii. Provide high-resolution acquisition (to meet the remaining end-use cases, with modelled accuracies to within 0.1% of actual measurements)
iv. Provide models to-scale to allow for measurements and condition assessments
v. Provide ability to capture model data in low light and inclement weather conditions
vi. Generate spatial modelling on site with no internet connectivity
vii. Incorporate photogrammetry, structured light, LIDAR and/or new emerging technology whenever feasible
b. Interface and Software (No actual software to be provided in this effort.)
i. Recommend interface and software solutions that are intuitive and easy to use that include redaction and export functions
ii. Recommend interface and software that is accessible on the U.S. Air Force network (as applicable).
iii. Recommend interface and software solution that enables viewing 360-degree photographs stored on local and network drives in a way that requires no install for individual users
c. Training
i. Provide training to Government personnel at each of the four locations on hardware and software operations during Spiral 2 effort on how to operate in the proposed system
d. Integration:
i. Recommend how to integrate the provided Hardware, Interface and Software, and Training solution
ii. Deliver scanned 3D models for each location in single standardized solution that is accessible on U.S. Air Force network
iii. Recommend best path and method to incorporate software/application solutions to the U.S. Air Force network
iv. Compare and contrast the best path and data acquisition method (consider an in-house vs contractor approach) at AF Enterprise scale
v. Determine feasibility of integration and output into existing sustainment management/ authoritative system(s) for storing and viewing captured data
vi. Build and deliver repeatable and sustainable process for internal Government personnel to create and use 3D models at all U.S. Air Force installations
vii. Provide data and 3D model information in accordance with current data standards at time of capture/rendering
viii. Follow all prescribed data standards
6. The Contractor shall demonstrate the possible business use case improvements for each use case at the installations designated to test improvements for their respective use case as listed in Table 1 above. This must include a demonstration conducted at each installation for an audience of installation personnel stakeholders. Contractor will provide a final detailed written report that at minimum outlines the solution for each business use case, the outcome of the demonstration at each base and any improvements or recommendations to improve each business use case for implementation on a larger scale.
