About this opportunity
The Air Force Research Laboratory (AFRL) Procurement Headquarters has issued the AFRL Enterprise Commercial Solutions Opening (CSO) under contract FA8652-26-S-C003, with a closing date of April 30, 2030, as an indefinitely active enterprise framework for procuring innovative commercial products and services across the full range of AFRL requirements. Foreign participation is prohibited. Awards will be structured as fixed-price FAR Part 12 contracts or Other Transactions for Prototype (OTP) under 10 USC 4022, with the Government reserving the right to make no award or multiple awards.
The CSO encompasses 128 Areas of Interest across five technology domains: Air Domain Technologies (14 areas), Space Domain Technologies (9 areas), Cyberspace/Electronic Warfare Domain Technologies (19 areas), Cross-Domain Technologies (24 areas), and Basic Research Technologies (28 areas). Solutions must meet the statutory definition of "innovative"—either new as of proposal submission date or a new application of existing technology. AFRL will issue competitive Spirals (decentralized and centralized solicitations) under this framework, each posted separately to SAM.gov with individual deadlines and requirements.
Eligible offerors must register in SAM.gov, meet FAR Part 9.1 responsibility criteria, maintain satisfactory performance records, and comply with NIST SP 800-171 cybersecurity requirements. Spirals will utilize either one-step or two-step processes. Two-step Spirals require initial submission of a Commercial Solutions Brief (CSB) consisting of a PowerPoint briefing and white paper (not exceeding five pages). Selected offerors advance to Step Two for submission of a full Commercial Solutions Proposal (CSP) with technical proposal, Statement of Work, and price proposal. Evaluation factors for CSBs are Technical Merit/Applicability and Funding Availability; CSP evaluation adds Importance to Agency Programs and Price.
All proposals require submission of three security-related documents: Research and Related Senior and Key Person Profile Worksheet, Security Program Questionnaire, and Privacy Act Statement consent forms signed by covered individuals and institutional representatives. Covered individuals must disclose all current and pending research support under 42 U.S.C. § 6605, with false representations subject to federal criminal and civil penalties. Recipients must re-submit senior/key personnel profiles annually and notify the Contracting Officer within five business days of discovering foreign government talent program participation. Security risk review evaluates five factors: Foreign Talent Programs, Funding Sources, Foreign Institutions, Denied Entities, and U.S. Government Systems access.
As of September 8, 2026, the CSO has been amended twice. Amendment 01 (July 8, 2026) removed all Centralized Open Spiral references and added Mission Organization Alignment matrices to Attachment 1. Amendment 02 (September 8, 2026) revised Attachment 1 tables to correct mission organization alignment. Offerors must monitor SAM.gov for active Spiral solicitation numbers via the Spiral Tracker and direct general questions to AFRL.CSO.Mailbox@us.af.mil.
